Convene into executive session to consider, discuss, and act upon matters pursuant to Rhode Island General Laws Section 42-46-5(a)(1) Personnel; to discuss an employee disability pension, Section 42-46-5(a)(2); Potential Litigation, and Section 42-46-5(a)(5) Real Estate; potential acquisition or lease of real property.

VI.            Minutes: 

A.    Move that the minutes of the August 5, 2025 work session meeting be approved as recorded.

B.    Move that the minutes of the August 5, 2025 executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(1) Personnel; to interview Brandon Edwards and Section 42-46-5(a)(5) Real Estate; potential acquisition or lease of real property be approved as recorded and sealed.

C.    Move that the minutes of the August 5, 2025 open session meeting be approved as recorded.

VII.         Consider, discuss and act upon the following possible appointments and reappointments:

A.    Budget and Financial Review Board appointment with a term expiring in January of 2029.

B.    Land Trust reappointment with a term expiring in September of 2027.

C.    Economic Development Commission reappointment with a term expiring in September of 2026.

VIII.       Public Hearings: 

A.    Conduct a public hearing to consider, discuss, and act upon amendments to Section 5.10 of the Smithfield Zoning Ordinance entitled “Inclusionary Zoning”.

B.    Conduct a public hearing to consider, discuss, and act upon amendments to Chapter 186 of the Code of Ordinances entitled “Entertainment, Shows and Special Events” sponsored by Council Member Michael P. Iannotti and Council Member Rachel S. Toppi.

C.    Schedule a public hearing on October 7, 2025 to consider, discuss, and act upon amendments to Chapter 50 of the Code of Ordinances entitled “Juvenile Hearing Board” sponsored by Council President John J. Tassoni, Jr.

D.    Schedule a public hearing on October 7, 2025 to consider, discuss, and act upon amendments to Chapter 126 of the Code of Ordinances entitled “Animals” sponsored by Council President John J. Tassoni, Jr.

E.     Schedule a public hearing on October 7, 2025 to consider, discuss, and act upon amendments to Chapter 321 of the Code of Ordinances entitled “Taxation”.

F.     Conduct a public hearing to consider, discuss, and act upon approving a one (1) One-Day Special Event License for Revive the Roots to hold a “Rootstock Celebration”, 10 Old Forge Road on the following date:

·       Sunday, September 21, 2025 from 12:00 p.m. to 6:00 p.m.

All Special Event Licenses for Revive the Roots are subject to compliance with all State regulations and local ordinances.

G.    Conduct a public hearing to consider, discuss, and act upon authorizing amendments to Section 9.3 of the Smithfield Zoning Ordinance entitled “Putnam Pike/Esmond Street Planned Development District”.

IX.            Licenses: 

A.    Consider, discuss, and act upon approving a new Mobile Food Truck License for Jordan Ice Cream d/b/a “Jordan Ice Cream”, to sell frozen treats from a truck with RI Reg. # 1QW995, 1401 Warwick Avenue, Apt. 321, Warwick, RI, as applied, subject to compliance with all State regulations and local ordinances.

XI.            New Business:

A.    Consider, discuss, and act upon authorizing a disability pension for a Fire Department employee.

B.    Consider, discuss, and act upon authorizing the Police Department to purchase three (3) fully equipped police vehicles, through the Greater Boston Police Council bid, from Colonial Municipal Group of Plymouth MA with emergency equipment from Island Tech Services of Warren, RI in the amount of one hundred sixty-one thousand, four hundred fifty-nine dollars, and twenty-six cents ($161,459.26) and financed through the Town of Smithfield Capital Lease Fund with funds available in the Police Equipment Fund.

C.    Consider, discuss, and act upon authorizing the Police Department to purchase emergency equipment for three (3) police vehicles, through the Greater Boston Police Council bid, from Island Tech Services of Warren, RI in the amount of eighty-four thousand, six hundred seventy-three dollars, and forty cents ($84,673.40) and financed through the Town of Smithfield Capital Lease Fund with funds available in the Police Equipment Fund.

D.    Consider, discuss, and act upon adopting a resolution authorizing the financing of the purchase of Police Vehicles and emergency equipment through the Smithfield Capital Lease Fund.

E.     Consider, discuss, and act upon authorizing the Town Manager to enter into a Purchase & Sales Agreement for 0 Cross Street (AP 23/Lot 67A) with matching funds from a RIDEM grant.

F.     Consider, discuss, and act upon authorizing a second one-year extension for the purchase of gasoline and diesel fuel through the Rhode Island Purchasing Agents Association to be funded from the Department of Public Works operating budget.

G.    Consider, discuss, and act upon authorizing a pole petition from RI Energy Co. to install one new pole #6-50 on Industrial Drive.

H.    Consider, discuss, and act upon approving tax abatements in the amount of eight thousand, nine hundred, thirteen dollars and sixty-five cents ($8,913.65).
