Convene into executive session to consider, discuss, and act upon matters pursuant to Rhode Island General Laws Section 42-46-5(a)(1) Personnel; to interview Patrick Shea for possible appointment to a Town board or commission and to discuss the Fire Chief’s terms and conditions of employment, Section 42-46-5(a)(2) Collective Bargaining; to discuss a Memorandum of Agreement modifying the Collective Bargaining Agreement for the Period July 1, 2024 through June 30, 2027 between the Town of Smithfield and Local Union 1217 of the Laborers’ International Union of North America, AFL-CIO, and Section 42-46-5(a)(2); Potential Litigation.

A.  Schedule a public hearing on October 21, 2025 to consider, discuss, and act upon amendments to Chapter 236, Article 1 of the Code of Ordinances entitled “Miscellaneous Provisions” to add a section entitled “Penalties for Repeated Violations of State Tobacco Laws” and a section entitled “Penalties for Repeated Violations of State Alcohol Laws” sponsored by Council President John J. Tassoni, Jr.

B.  Conduct a Public Hearing to consider, discuss and act upon approving the renewal of the Intoxicating Beverage Licenses, as applied, subject to compliance with all State regulations, local ordinances and final approval from the RI Department of Health.

A.  Consider, discuss, and act upon authorizing the Fire Chief’s terms and conditions of employment.

B.  Consider, discuss, and act upon authorizing a request from the Rhode Island Brain & Spine Tumor Foundation to hold a “Blazin’ Battle Against Brain Cancer” Road Race in Deerfield Park on Sunday, May 17, 2026.

C.  Consider, discuss, and act upon authorizing a request from Ocean State Multisport to hold a Sour Apple Road Race in Deerfield Park on Sunday, July 12, 2025.

D.  Consider, discuss, and act upon authorizing a contract, through the Interlocal Purchasing System Consortium, with Berry, Dunn, McNeil and Parker, LLC. to conduct a sewer rate study in an amount not to exceed nineteen thousand, seven hundred dollars, and zero cents ($19,700.00) to be funded from the Sewer Department operating budget.

E.   Consider, discuss, and act upon authorizing a request for qualifications for green infrastructure improvements in Esmond Village.

F.   Consider, discuss, and act upon authorizing a request for proposals for Town-wide on-call plumbing services.

G.  Consider, discuss, and act upon authorizing a request for proposals for Town-wide on-call HVAC services.

H.  Consider, discuss, and act upon authorizing a request for proposals for Town-wide on-call mechanical services.

I.    Consider, discuss, and act upon authorizing a request for proposals for Town-wide on-call electrical services.

J.   Consider, discuss, and act upon authorizing a bid award to furnish and install an electronic messaging board at the Smithfield High School on behalf of the School Department.

K.  Consider, discuss, and act upon authorizing the RIDE Stage II construction projects submission on behalf of the School Department.

L.   Consider, discuss, and act upon authorizing a Memorandum of Agreement modifying the Collective Bargaining Agreement for the Period July 1, 2024 through June 30, 2027 between the Town of Smithfield and Local Union 1217 of the Laborers’ International Union of North America, AFL-CIO.

M. Consider, discuss, and act upon authorizing a contract, through the RI Master Price Agreement #136, with Wm. J. Lamar & Sons Inc. of Greenville, RI for replacement of HVAC units at the Senior Center in an amount not to exceed one hundred eighteen thousand, nine hundred eight dollars and zero cents ($118,980.00) to be funded from a Community Development Block Grant.
