A. Consider, discuss, and act upon approving the annual renewal of two (2) Pool Table Licenses, as listed, as applied, subject to compliance with all State regulations and local ordinances.

B. Consider, discuss, and act upon the annual renewal of one (1) Mobile Food Truck License, as applied, subject to compliance with all State regulations and local ordinances.
1. Jordan Ice Cream d/b/a “Jordan Ice Cream”, to sell frozen treats from a truck with RI Reg # 1ZQ792, 1401 Warwick Avenue, Apt. 321, Warwick, RI
C. Consider, discuss, and act upon approving one (1) One-Day Beer/Wine License for Revive the Roots as follows:
· 2026 Donor Gala to be held on Thursday, August 13, 2026 from 5:30 p.m. to 9:30 p.m.
The party will take place at Revive the Roots, 10 Old Forge Road from 5:30 p.m. to 9:30 p.m., as applied, subject to all State regulations and local ordinances.
D. Consider, discuss, and act upon approving a new Mobile Food Truck License for Baby Duck, LLC d/b/a “Tacofied”, to sell tacos, chips, salad and soda from a truck with RI Reg. # 85432, 38 Dean Avenue, Johnston, RI, as applied, subject to compliance with all State regulations and local ordinances.
E. Consider, discuss, and act upon approving the annual renewal of one (1) Massage Therapy License, as applied, subject to compliance with all State regulations and local ordinances.

G. Consider, discuss, and act upon approving a One-Day Beer/Wine License for the Smithfield Senior Center as follows:
· Hawaiian Luau to be held on Thursday, August 20, 2026 from 12:00 p.m. to 3:00 p.m.
All parties will take place at the Smithfield Senior Center, One William J. Hawkins Jr. Trail from 12:00 p.m. to 3:00 p.m., as listed, as applied, subject to compliance with all State regulations and local ordinances.
A. Consider, discuss, and act upon amending the Code of Ordinances to add Chapter 24 entitled “Collective Bargaining Agreements.”
B. Consider, discuss, and act upon authorizing the Town Manager to enter into a Lease Agreement with Vertical Bridge, REIT, LLC for the cell tower located behind Fire Station #1, 607 Putnam Pike.
A. Consider, discuss, and act upon authorizing a request from the Rhode Island Brain & Spine Tumor Foundation to hold a “Blazin’ Battle Against Brain Cancer” Road Race in Deerfield Park on Sunday, May 16, 2027.
B. Sitting as the Smithfield Water Supply Board, consider, discuss, and act upon authorizing the Town Manager to enter into contract, through the RI Master Price Agreement #548B with Beta Group of Lincoln, RI for the 2026 Emergency Response Plan in an amount not to exceed twenty-five thousand dollars and zero cents ($25,000.00) to be funded from the Water Supply Board’s operating budget.
C. Consider, discuss, and act upon authorizing a pole petition from RI Energy to install one new pole on Leland Mowry Drive.
D. Consider, discuss, and act upon authorizing the Town Manager to enter into contract with Precision Concrete Cutting of Milford, CT for a sole source purchase of equipment for the repair of sidewalks on Smith Avenue and Route 44/Putnam Pike in the amount of thirty-five thousand, eight hundred sixteen dollars and sixty-eight cents ($35,816.68) to be funded from the Public Works operating budget and capital reserve funds.
E. Consider, discuss, and act upon authorizing the Town Manager to enter into contract, through the RI Master Price Agreement #498, with United Fence and Construction Corporation of Johnston, RI for the installation of a chain link fence at the Willow Field Pickleball Courts in an amount not to exceed twenty-six thousand, four hundred dollars and zero cents ($26,400.00) to be funded from capital reserve funds.
F. Consider, discuss, and act upon authorizing the Town Manager to enter into contract with SLN/CR Panels for a sole source purchase of noise absorbent panels for the Willow Field Pickleball Courts in the amount of nineteen thousand, six hundred thirteen dollars and zero cents ($19,613.00) to be funded from capital reserve funds.
G. Consider, discuss, and act upon authorizing a request for proposals for lavatory renovations at Smithfield High School on behalf of the School Department.
H. Discussion of update from the Town Manager and Smithfield Historic Preservation Commission on the RI Department of Transportation Construction and Maintenance Agreement to stabilize the Smith Avenue Greenville Cemetery wall and consider, discuss, and act upon continuation of the current agreement with RIDOT or RIDOT's proposal to turn the project over to the Town.
I. Sitting as the Smithfield Water Supply Board, consider, discuss, and act upon authorizing the Town Manager to apply for a $1,000,000 loan from the RI Infrastructure Bank’s Clean Water State Revolving Fund for construction of an emergency interconnection with the Greenville Water District along Route 116/George Washington Highway.
J. Consider, discuss, and act upon authorizing the Town Manager to enter into contract, through Sourcewell Contract #032824, with Allegiance Trucks, LLC of Warwick, RI for the purchase of one (1) new 2027 International HV607 50,000 GVW Dump Truck in the amount of two hundred, forty-seven thousand, thirty-seven dollars and eighty-eight cents ($247,037.88) to be funded from capital reserve funds.
K. Consider, discuss, and act upon authorizing the Town Manager to enter into contract, through the Metropolitan Area Planning Council, with MHQ of Marlborough, MA for the purchase of one (1) F-250 Pickup Truck in the amount of sixty-nine thousand, one hundred fifty-nine dollars and zero cents ($69,159.00) to be funded from capital reserve funds.
L. Consider, discuss, and act upon canceling the August 18, 2026 Town Council meeting.
M. Consider, discuss, and act upon changing the location of the September 1, 2026 Town Council meeting to the Smithfield Senior Center.
