A.    Move that the minutes of the July 21, 2026 executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(2); Pending Litigation: West Greenville Road, LLC vs Town of Smithfield PC-2025-05420, and Section 42-46-5(a)(5) Real Estate; potential acquisition, sale or lease of real property be approved as recorded and sealed.

B.    Move that the minutes of the July 21, 2026 open session meeting be approved as recorded.

C.    Move that the minutes of the August 4, 2026 open session meeting be approved as recorded.

VIII.       Consider, discuss and act upon the following possible appointments and reappointments:

A.    Zoning Board appointment with a term expiring in May of 2027.

B.    Conservation Commission reappointments (2) with terms expiring in July of 2029.

C.    Economic Development Commission appointment with a term expiring in March of 2027.

IX.            Public Hearings: 

A.    Schedule a public hearing on October 6, 2026, to consider, discuss, and act upon an amendment to Chapters 45 and 46 of the Code of Ordinances entitled “Historic District Commission” and “Historic Preservation Commission,” respectively.

B.    Conduct a public hearing to consider, discuss and act upon approving a one (1) One-Day Special Event License for Revive the Roots to hold “Rootstock”, 10 Old Forge Road on the following date:

·       Sunday, September 20, 2026 from 11:30 a.m. to 9:00 p.m.

All Special Event Licenses for Revive the Roots are subject to compliance with all State regulations and local ordinances.

C.    Conduct a public hearing to consider, discuss and act upon approving nineteen (19) One-Day Special Event Licenses for Seven Cedars Farm d/b/a “Seven Cedars Farm”, for “Haunted Hayrides” and “Non-Scary Hayrides”, 20 John Mowry Road on the following dates:

“Haunted Hayrides” to be held from 6:00 p.m. to 11:00 p.m. on the following dates:

X.              Licenses: 

A.    Consider, discuss and act upon approving one (1) One-Day Beer/Wine License for Seven Cedars Farms as follows:

·       Private Event to be held on Sunday, September 13, 2026, from 10:00 a.m. to 3:00 p.m., with a rain date of Sunday, September 20, 2026

The party will take place at Seven Cedars Farm, from 10:00 a.m. to 3:00 p.m., as applied, subject to all State regulations and local ordinances.

B.    Consider, discuss, and act upon approving a new Massage Therapy License for Tracie Tortorella to conduct Therapeutic Massage at “Jewels Salt and Wellness Center, LLC”, 466 Putnam Pike, Unit 4 as applied, subject to compliance with all State regulations and local ordinances.

C.    Consider, discuss, and act upon approving a new Peddler’s License for Papa’s Dog House, LLC d/b/a “Papa’s Dog House”, to sell hot dogs, soda and chips from a truck with RI Reg #2CS-307, 89 Mapleville Road, RI subject to compliance with all State regulations and local ordinances.

D.    Consider, discuss, and act upon approving a new Massage Therapy License for Jessica Accetturo to conduct Therapeutic Massage at “Self Serenity Wellness Spa”, 400 Putnam Pike, as applied, subject to compliance with all State regulations and local ordinances.

E.     Consider, discuss, and act upon approving a new Massage Therapy License for Siobhan Macaruso to conduct Therapeutic Massage at “Self Serenity Wellness Spa”, 400 Putnam Pike, as applied, subject to compliance with all State regulations and local ordinances.

F.     Consider, discuss and act upon approving a new Massage Therapy License for Lauren Laramee to conduct Therapeutic Massage at “Self Serenity Wellness Spa”, 400 Putnam Pike, as applied, subject to compliance with all State regulations, local ordinances and a physician’s letter.

XI.            Old Business:

A.    Discussion of update from the Town Manager on the RI Department of Transportation Construction and Maintenance Agreement to stabilize the Smith Avenue Greenville Cemetery wall and consider, discuss, and act upon continuation of the current agreement with RIDOT or RIDOT’s proposal to turn the project over to the Town.

XII.         New Business:

A.    Consider, discuss, and act upon authorizing a request from Ocean State Multisport to hold a Sour Apple Road Race in Deerfield Park on Sunday, July 11, 2027.

B.    Consider, discuss, and act upon authorizing a Memorandum of Agreement (MOA) modifying the Collective Bargaining Agreement for the Period July 1, 2026 through June 30, 2029 between the Town of Smithfield and Smithfield Lodge No. 17, Fraternal Order of Police (FOP).

C.    Consider, discuss, and act upon adopting a resolution in support of amending RIGL §44-3-13 entitled “Persons over the age of 65 years – Exemption”.

D.    Consider, discuss, and act upon authorizing the Town Manager to enter into contract, through OMNIA Partners Contract #254, with Rehrig Pacific Company of Monterey Park, CA, for the purchase of refuse and recycling carts in an amount not to exceed twenty-two thousand, six hundred, sixty-nine dollars and zero cents ($22,669.00).

E.     Consider, discuss, and act upon authorizing payment of Town Aided Funds in the amount of twelve thousand dollars and zero cents ($12,000.00) to WellOne Primary Medical and Dental Care.

F.     Consider, discuss, and act upon authorizing payment of Town Aided Funds in the amount of two thousand, five hundred dollars and zero cents ($2,500.00) to the Blackstone Valley Tourism Council.

G.    Consider, discuss, and act upon authorizing payment of Town Aided Funds in the amount of ten thousand dollars and zero cents ($10,000.00) to the Smithfield Historical Society.

H.    Consider, discuss, and act upon changing the location of the October 20, 2026 Town Council meeting to the Smithfield Senior Center.

I.      Consider, discuss, and act upon authorizing the Town Manager to enter into a three-year agreement with Cordata Healthcare Innovations in the amount of forty-five thousand dollars and zero cents ($45,000.00) for the establishment and ongoing support of a Situation Table to be funded by the RI Rural Transformation Program grant.
