RESOLUTIONS AND ORDINANCES

 

7.1

Discussion and Recommendation to Town Council – Smithfield Safe Streets and Roads for All (SS4A) Safety Action Plan Resolution

Description:
The Planning Board will consider a resolution recommending that the Town Council adopt the Smithfield Safe Streets and Roads for All (SS4A) Safety Action Plan as the Town’s guiding document for achieving the long-term goal of eliminating traffic-related deaths and serious injuries. The Plan establishes a proactive and data-driven framework for identifying high-injury corridors, improving transportation safety for all users, and positioning the Town to pursue federal SS4A implementation grants.

Action Requested:
Discussion and Motion to recommend to Town Council regarding adoption of the Smithfield Safe Streets and Roads for All (SS4A) Safety Action Plan by resolution.

7.2

Review and Recommendation to Town Council – Zoning Ordinance Amendment: Section 4.4.A-4 “Animal Raising, Non-Commercial, Outdoor”

Description:
Review and discussion of a proposed amendment to Smithfield Zoning Ordinance Section 4.4.A-4 to clarify the relationship between the Zoning Ordinance and the Animal Control Ordinance, define enforcement authority of the Zoning Official, and update permitting standards for the non-commercial raising of outdoor animals. The amendment aligns with recommendations from the Town Solicitor and Zoning Official and maintains consistency with the Smithfield Comprehensive Plan.

Action Requested:
Motion to recommend to the Town Council approval (or approval with revisions) of the proposed amendment to Section 4.4.A-4 Animal Raising, Non-Commercial, Outdoor of the Smithfield Zoning Ordinance, finding it consistent with the Comprehensive Plan and the purposes of zoning under R.I. Gen. Laws § 45-24-30.
