1.         A.        INTERVIEW

 

The interview scheduled with Lucille M. Dickinson relative to her interest in serving on the Conservation Commission does not occur due to the applicant’s absence.  

 

1.         B.        WORK SESSION

 

Discussion ensues relative to holding only one Regular Session in the month of August on Tuesday, August 13, 2013.

 

Discussion ensues relative to the Coastal Resources Management Council holding a Public Hearing in regard to the development and adoption of proposed changes to the Rhode Island Coastal Resources Management Program, Salt Pond Region Special Area Management Plan new Section 980 – Experimental Coastal Erosion Control on Wednesday, July 17, 2013 at 6:00 PM in the Corliss Auditorium, URI Bay Campus, South Ferry Road, Narragansett, RI.  These proposed changes would impact erosion control in the Matunuck area.  

 

Discussion ensues relative to the meeting held this morning at the Town Beach with the Congressional Delegation and representatives from FEMA in regard to erosion control in the Matunuck area. 

 

Discussion ensues relative to the appointment to the Board of Trustees of the South Kingstown Public Library.

 

Discussion ensues relative to Communication Item 7A, communications dated June 24, 2013 from the Richmond Town Council to Senators Reed and Whitehouse and Congressman Langevin requesting the disbursement of FY2012 federal funding allocated to the United Way for the Rhode Island Center Assisting Those In Need (RICAN). 

 

Discussion ensues relative to Communication Item 7B adopted June 10, 2013 by the Charlestown Town Council in opposition to General Assembly Bill 2013 – H 6167 Joint Resolution Creating A Special Legislative Commission To Study Rhode Island’s Zoning And Subdivision Enabling Acts.

 

Discussion ensues relative to Communication Item 7D dated July 2, 2013 from Council Vice President McEntee concerning the feasibility of holding weekly spring/summer “Truck Nights” at the Town Beach and/or Marina Park.

 

Discussion ensues relative to New Business Item 12A authorizing the Tax Assessor to abate taxes for persons participating in the Elderly Tax Abatement Program in the total amount of $284,226.10; said abatements are in accordance with a document entitled “Elderly Exemption Verification List”.

 

Discussion ensues relative to New Business Item 12B authorizing an award of bid to ADM Construction LLC, P.O. Box 204, Albion, RI 02802 for the Beverly Hale Library window replacement project in accordance with all bid specifications and in an amount not to exceed $10,120, including a contingency.

 

Discussion ensues relative to inviting Susan E. Axelrod Spranger to interview at the July 22, 2013 Town Council meeting in regard to her interest in serving on the Route 138 Reconstruction Project Area Committee.

 

Discussion ensues relative to sending another letter to Jon Kimpton asking if he is still interested in serving on the South Kingstown Partnership for Prevention.

Christopher Nadeau introduces himself and Ben Phelps, both Boy Scouts from Troop 138 West Kingston who are earning their Citizenship in Community merit badge.

 

Council President Whaley notes that the Coastal Resources Management Council will hold a hearing on proposed revisions to the Ocean Special Area Management Plan (SAMP) on July 17, 2013 at 6 p.m. at the URI Bay Campus.

 

9.         TOWN MANAGER’S REPORT Video

 

Town Manager Stephen Alfred discusses the Congressional delegation’s visit earlier today to review the Matunuck area shoreline. The Town Manager’s Interim Report dated June 27, 2013, and the Agenda and Miscellaneous Reports dated July 3, 2013 are accepted, approved and placed on file.

 

10.       TOWN SOLICITOR’S REPORT Video

 

Town Solicitor Michael Ursillo reports on a recent U.S. Supreme Court decision on land use development called Koontz vs. St. Johns River Water Management District in which the Supreme Court ruled that, in order for a municipality to extract a price from a developer to do something, there has to be a close nexus between what the developer’s doing and what that impact will be on the community, and whatever it is that the community is demanding has to be proportionate to what the developer’s doing.
