At a WORK SESSION of the Town Council of the Town of South Kingstown, County of Washington, in the State of Rhode Island held at the Town Hall, in and for said Town on the 27th day of February 2017 at 6:30 PM.

The Town Council interviews Andrew Martinez relative to his interest in serving on the Historic District Commission.

 

The Town Council interviews Alfred Colonies relative to his interest in serving on the Historic District Commission.

 

The Town Council interviews Linda Stedman relative to her interest in serving on the Historic District Commission.

 

 

1.         B.        WORK SESSION

 

Discussion ensues relative to the meeting with the School Committee scheduled for March 7, 2017.  The meeting will not be re-scheduled. 

 

Discussion ensues relative to the applications for funding filed by the Human Services and Outside Agencies.

 

Discussion ensues relative to the vacancies on the Zoning Board of Review.

 

Discussion ensues relative to the four applications received for consideration of appointment to the Board of Trustees of the South Kingstown Public Libraries.  Interviews will be scheduled for the March 13, 2017 Town Council meeting.

 

Discussion ensues relative to the application received from Mark Spangler for consideration of appointment to the Saugatucket Veterans’ Memorial Commission.  Mr. Spangler would represent the VVA 325.  

 

Discussion ensues relative to Public Hearing Item 7A, an application to perform construction activities within twenty-five feet of an historic cemetery in accordance with the South Kingstown Town Code, Chapter 14 Planning, Article IV. Historical and Archaeological Cemeteries and Burial Sites.  Application by John D’Agostino, J. Thomas Investments, LLC to relocate an historic cemetery from 2027 Matunuck School House Road to Riverside Cemetery, 169 High Street, Wakefield. This request for relocation is associated with the planned construction of a single family dwelling on the subject property. 

  

Discussion ensues relative to Communication Item 8B dated February 16, 2017 from Larry E. Fish in regard to a proposed Economic Development Coordinator position and prioritization of recommendations to the Town Council.

 

Discussion ensues relative to Communication Item 8A dated February 14, 2017 from John Strangfeld, Chairman and CEO, Prudential Financial and JoAnn Bartoletti, Executive Director, National Association of Secondary School Principals (NASSP) informing the Town Council that Max Hempe was named one of the top two youth volunteers in Rhode Island for 2017, in the 22nd annual Prudential Spirit of Community Awards.

 

Discussion ensues relative to New Business Item 13A authorizing an award of contract to Peter Nunes, 4 Hopkins Lane, Peace Dale, RI 02879 for restoration of the Town Hall Tower Clock.

 

Discussion ensues relative to New Business Item 13B authorizing an award of contract to Mary Ellen Hall Court Reporting d/b/a M E Hall Court Reporting, 108 Walnut Street, Warwick, RI 02888 for stenographic services based on State MPA-137 pricing for a period commencing February 27, 2017 through September 30, 2018.

 

Discussion ensues relative to the Budget Schedule for the first two weeks in March. 

 

Discussion ensues relative to the SUEZ Water – Rhode Island communication dated February 15, 2017 in regard to their proposed replacement of the “Sherman” water tank on South Road and anticipated rate increase.

A.        Notice having been duly given, a Public Hearing is held relative to an application to perform construction activities within twenty-five feet of an historic cemetery in accordance with the South Kingstown Town Code, Chapter 14 Planning, Article IV. Historical and Archaeological Cemeteries and Burial Sites.  Application by John D’Agostino, J. Thomas Investments, LLC to relocate an historic cemetery from 2027 Matunuck School House Road to Riverside Cemetery, 169 High Street, Wakefield. This request for relocation is associated with the planned construction of a single family dwelling on the subject property. Video

 

Background information relative to this Public Hearing concerning an application to perform construction activities with 25 feet of an historic cemetery located at 2027 Matunuck School House Road, Wakefield, and to relocate it to Riverside Cemetery, 169 High Street, Wakefield was previously distributed to the Town Council with the February 9, 2017 Town Manager's Report, Agenda Item 13D

 

John D’Agostino is present and testifies regarding this application.

 

Testimony is given by Joseph Waller, Senior Archaeologist, Public Archaeology Lab.

 

Peg Malcolm, Chair, RI Historic Cemeteries Commission is present and testifies.

 

The testimony given by Mr. Waller and Ms. Malcolm is incorporated into the record of this hearing.

 

Letters dated December 15, 2016 and January 17, 2017 from the RI Historical Preservation & Heritage Commission; a letter dated February 10, 2017 from South County History Center; and the Senior Planner’s memo dated February 7, 2017 containing the application, backup documentation, and the archaeologist’s technical memorandum dated January 3, 2017 are referenced and incorporated into the record of this hearing.

9.         COMMENTS FROM INTERESTED CITIZENS Video

 

Council President Healy invites residents to come forward with comments.

 

Margie Bucheit is present, reads a prepared statement concerning immigration and requests the Council to adopt a resolution to protect immigrants in South Kingstown, and submits a draft resolution for consideration.

 

Bill Ohley, resident and professor at URI is present and speaks relative to protecting immigrants in South Kingstown.

 

10.       TOWN MANAGER’S REPORT Video

 

Town Manager Stephen Alfred notes this evening’s release of the Town Manager’s Proposed FY2017-2018 Budget, and reviews the schedule of budget work sessions. The Town Manager’s Interim Report dated February 16, 2017, and the Agenda and Miscellaneous Reports dated February 23, 2017 are accepted, approved and placed on file.

 

11.       TOWN SOLICITOR’S REPORT Video

 

The Town Solicitor reports on the status of negotiations with Hang Ten, LLC regarding the Matunuck seawall protection project.

 

12.       APPOINTMENTS Video

 

A.        UNANIMOUSLY VOTED: to appoint Andrew Martinez to the Historic District Commission to complete a term to expire in December 2017.

 

UNANIMOUSLY VOTED: to appoint Linda M. Stedman to the Historic District Commission to complete a term to expire in December 2018.

 

UNANIMOUSLY VOTED: to appoint Mark Spangler to the Saugatucket Veterans’ Memorial Park Commission to complete a term to expire in January 2020.

 

UNANIMOUSLY VOTED: to reappoint Robert Cagnetta to the Zoning Board of Review for a term to expire in March 2020.

 

The Town Clerk is directed to inquire as to whether Alfred Colonies is interested in being considered for appointment to the Zoning Board of Review.

 

13.       NEW BUSINESS

 

A.        UNANIMOUSLY VOTED: to authorize an award of contract to Peter Nunes, 4 Hopkins Lane, Peace Dale, RI  02879 for restoration of the Town Hall Tower Clock in an amount not to exceed $14,000, including a $1,250 contingency, as further described in a memorandum from the Building Official to the Town Manager dated February 22, 2017 and entitled “Contract Award – Town Hall Tower Clock Restoration”. B.        UNANIMOUSLY VOTED: to authorize an award of contract to Mary Ellen Hall Court Reporting d/b/a M E Hall Court Reporting, 108 Walnut Street, Warwick, RI  02888 for stenographic services based on State MPA-137 pricing for a period commencing February 27, 2017 through September 30, 2018, as further described in a memorandum from the Building Official to the Town Manager dated February 21, 2017 and entitled “Contract Award – Stenographic Services – hourly rate”.
