At a WORK SESSION of the Town Council of the Town of South Kingstown, County of Washington, in the State of Rhode Island held at the Town Hall, in and for said Town on the 24th day of July 2017 at 6:40 PM.

Discussion ensues relative to Public Hearing 7A on this evening’s agenda for the purpose of formalizing local recommendations and establishing project priorities for transportation projects for consideration of inclusion in the State of RI’s Transportation Improvement Program (STIP) for Federal Fiscal Years 2018-2027.
Discussion ensues relative to Communication Item 8A adopted July 19, 2017 by the Barrington Town Council in support of adoption of the FY 2018 State Budget; and in opposition to House Bill 5593 and Senate Bill 0285 regarding continuation of expired contracts, and House Bill 5601A and Senate Bill 0896A regarding optional retirement for police and firefighters which have been transmitted to the Governor for signature.
Discussion ensues relative to Communication Item 8B adopted June 22, 2017 by the North Smithfield Town Council proposing legislation to provide reimbursement for costs of the Municipal Police Training Academy when an officer leaves one municipality for another after working for less than five years.
Discussion ensues relative to the lack of a State Budget and the car tax relief.
The Town Manager will be reporting on High Street, the appointment of Joseph Geaber, Jr. as Police Chief and the Town Manager’s plan for retirement in late 2017/early 2018.
Discussion ensues relative to New Business Item 13A authorizing an award of bid to Schmidt Equipment Co., P.O. Box 578, Route 20, North Oxford, MA 01537 for a 2017 John Deere 620G Road Grader in an amount not to exceed $206,300.
Discussion ensues relative to New Business Item 13B authorizing the Town Clerk to advertise for Order of Notice a Public Hearing to consider an application for an amendment to the Zoning Map to change the zoning of a portion (200,000 square feet) of Assessor’s Plat 14, Lot 65 from “OS – Open Space, Conservation and Recreation” to “R200 – Rural Very Low Density Residential.” The parcel is located at 500 Waites Corner Road.
Discussion ensues relative to New Business Item 13C authorizing the advertisement of a Public Hearing to consider an application for a Class T Legitimate Theater Liquor License by The Contemporary Theater Company, 321 Main Street, Wakefield, RI by Terrence G. Simpson, President for the indoor performance room and the outdoor patio, in accordance with a Special Use Permit granted June 21, 2017 by the Zoning Board of Review; and as further defined in a site plan on file in the Town Clerk’s office.
Discussion ensue relative to New Business Item 13E authorizing an award of bid to W.W. Grainger, Inc., 1657 Shermer Road, Northbrook, IL 60062 for the purchase of one power floor scrubber machine, in accordance with all bid specifications, in the amount of $18,690.
Discussion ensues relative to a Town Hall meeting scheduled for Saturday, November 4, 2017 at the Elks Lodge for our Veterans by the RI Office of Veterans Affairs.
Discussion ensues relative to the Visioning Session the School Committee’s consultant has scheduled for Tuesday, July 25, 2017.

UNANIMOUSLY VOTED: to approve the Town’s local priority assignments and authorize the submittal of a complete application package to the State Planning Council for consideration in the development of the 2017 update to the State Transportation Improvement Program for Federal Fiscal Years 2018-2027. In addition, the Council urges the State Planning Council to include positive consideration for two of the projects proposed by the University of Rhode Island, namely the Upper College Road and Plains Road Reconstruction projects.
UNANIMOUSLY VOTED: to authorize staff to execute letters of support for the Plains Road Reconstruction and the Upper College Road Reconstruction projects being proposed by the University of Rhode Island.
A. Stephen A. Alfred, Town Manager announces the appointment of Joseph P. Geaber, Jr. as Police Chief effective July 31, 2017; discusses the status of the State Budget which has not yet been approved by the General Assembly and the effect on municipal budgets; and announces his intent to retire at the end of this year.
Council members and the Town Solicitor express their congratulations to Mr. Alfred and commend his accomplishments during his 40-plus year tenure.
The Town Manager’s Interim Report dated July 13, 2017, and the Agenda and Miscellaneous Reports dated July 20, 2017 are accepted, approved and placed on file.
