Discussion ensues relative to an email received on May 21, 2017 from Nancy Howard requesting the Town Council to oppose House Bill H-6172 which would define secondary agricultural operations and would provide that municipalities may limit and regulate secondary agricultural uses but not prohibit such operations.

 

Discussion ensues relative to an email received on May 17, 2017 from Jordan Hevenor, Mara Trachtenberg, Sarah Markey and Jocelyn Foye requesting the Town Council to support legislation in regard to the Reproductive Health Care Act.

Discussion ensues relative to New Business Item 12H amending the Solid Waste User Fee for residential refuse tags from $1.80 per tag to $2.00 per tag effective July 1, 2017, and amending the Town’s Schedule of Fees.

Discussion ensues relative to New Business Item 12J authorizing an amendment to a contract originally awarded on June 22, 2015 to Atlantic Elevator South Co., Inc., 1900 Fall River Ave., Seekonk, MA 02771 for elevator service and maintenance from an amount not to exceed $6,080 for each of the five years of service to an amount not to exceed $7,570 per year to include the elevator at the Wastewater Treatment Facility for the remainder of the contract.

The Pledge of Allegiance to the flag is led by Girl Scout Elysandra Larlham.

 

12C.    Council President Healy reads a proclamation recognizing Miss Larlham for attaining the Girl Scout Gold Award, as follows:

 

ELYSANDRA LARLHAM

 

WHEREAS,  ELYSANDRA LARLHAM has devoted her time and her energy to complete the requirements of and participate in such a worthwhile organization as the Girl Scouts of the United States of America, and

 

WHEREAS,  she has met the challenges of the Girl Scout program and developed her courage, confidence and character.  She has demonstrated self-discipline, time management skills, originality, and initiative, and

 

WHEREAS,  she has practiced daily the ideals of Girl Scouting and discovered her own values, knowledge and skills to explore the world, connected with her community, and has taken action to make the world a better place, and

 

WHEREAS,  ELYSANDRA established a mentoring program at the Met School for her project, providing positive role models and one on one attention and support for the students, and

 

WHEREAS,  she has earned the highest honor in Girl Scouting by achieving the Gold Award, bringing pride to herself and honor to her Troop #190, her family, and to her community; may this be a preview of her future dedication to a purpose and service – to pursue until she accomplishes the goal that she is seeking.

 

NOW THEREFORE, WE THE TOWN COUNCIL OF THE TOWN OF SOUTH KINGSTOWN do hereby extend our congratulations for a job well done and best wishes for success in all future endeavors.

 

12A.    New Business Item 12A is brought forward and a proclamation is read by the Council President and presented to H. Milton Read, Jr. in recognition of his years of service to the Town, as follows:

 

H. MILTON “MILT” READ, JR.

 

WHEREAS,  H. MILTON READ, JR. was born on August 16, 1933 to H. Milton, Sr. and Margaret Read in West Warwick where he spent his first 30 years before moving to South Kingstown in 1963; and

 

WHEREAS, he married Nancy E. Nelson in 1955 and subsequently they became parents of four sons, and are now the proud grandparents of eleven and great grandparents of two; and

 

WHEREAS,  he served his country in the Army from 1954-1956 and 22 years in the Reserves retiring as a Colonel, and earned a Bachelor’s Degree from the University of Rhode Island majoring in Business and preparing him for a career in banking, subsequently spending 24 years of dedicated service with Hospital Trust and 15 years with The Washington Trust Company before retiring in 1998; and

 

WHEREAS,  Milt served as a member of the Trustees of the South Kingstown School Funds from August 1985 to June 2015, having served in several other capacities for the Town and community including member of the South Kingstown Planning Board, the Lions Club, South County Community Action and as Co-Chair of the Bi-Centennial Committee in 1975; and

 

WHEREAS, during Milt’s tenure as a Trustee of the South Kingstown School Funds he devoted his time and his energy to assist and oversee the investment objectives and policies of the School Funds and witnessed the Fund’s growth quadruple in value from $4,046,220 to $17,024,979 due in part to his knowledge and expertise in the investment banking industry; and

 

WHEREAS,  Milt is respected by all who know him for his integrity, his gentle nature and kind soul, his vibrant laugh, but also as a man who gave freely of his time and knowledge for the community over the past 30 years; and

 

WHEREAS,  he will now have the time to enjoy the company of his lovely wife and family and enjoy some leisure time over a nice cup of coffee and good conversation.

 

NOW THEREFORE, WE THE TOWN COUNCIL OF THE TOWN OF SOUTH KINGSTOWN, feeling confident that we speak also for all Town Councils he has served, extend our sincere thanks and appreciation for his dedication, expertise and service to the community and wish him well in his future.

 

Terrence G. Simpson, member of the Trustees of the South Kingstown School Funds is present and commends Mr. Read as a true gentleman and financial leader who was responsible for selecting the first stocks that the School Funds were invested in.

 

12A.    UNANIMOUSLY VOTED: to adopt a proclamation recognizing H. Milton Read, Jr. for his years of service to the Town.

WHEREAS,  on May 20, 1867, a charter was granted by the Grand Lodge of Rhode Island & Providence Plantations of Free & Accepted Masons and signed by the presiding Grand Master the Most Worshipful brother Thomas A. Doyle, and attested by Right Worshipful brother Charles D. Greene, Grand Secretary who, “reposing full confidence in the fervency, prudence and fidelity of our Brethren aforesaid” authorized said Hope Lodge #25 in the village of Peace Dale, Rhode Island to convene as Masons, with full power and authority to meet and make Masons, and

 

WHEREAS,  over the past 150 years, the members of Hope Lodge have met in several locations including Schaeffer’s Hall in Peace Dale, the Columbia Hall building which is now the Times Building, and on the 3rd floor of what is now Stedman’s Bicycle Shop and are presently located at 64 Columbia Street, Wakefield, and

 

WHEREAS,  the first elected Worshipful Master of Hope Lodge #25 Free & Accepted Masons was John C. Hazard who served from 1867-1869, and

 

WHEREAS,  it is known worldwide that Freemasonry espouses and teaches a code of living that is based on the highest ethical and moral standards. Among its principal aims are: to promote the brotherhood of man under the Fatherhood of God; to render practical aid to the less fortunate members of the community; to develop such behavior in daily life as will demonstrate that the teachings of the Order have a profound and beneficial effect on all who sincerely embrace its concepts and to encourage the practice of every moral and social virtue, and

 

WHEREAS,  the Masons of Hope Lodge #25 Free & Accepted Masons have shown that by its good works and philanthropic giving, it has proven to be a premier asset to the community of South Kingstown, providing leadership, guidance and direction to make good men better throughout the community of South Kingstown and around the world.

 

NOW, THEREFORE, WE THE TOWN COUNCIL OF THE TOWN OF SOUTH KINGSTOWN, RHODE ISLAND do hereby deem it an honor and pleasure to extend this proclamation and recognition to HOPE LODGE #25, FREE & ACCEPTED MASONS on the occasion of its 150th Anniversary, with sincere congratulations and best wishes for many more fraternal, happy, and productive years.
