Discussion ensues relative to New Business Item 14H affirming the three-year collective bargaining agreement signed by the Town Manager and the International Association of Firefighters (IAFF), local 3365 on October 30, 2018, effective July 1, 2018 through June 30, 2021 in accordance with the Tentative Agreement dated May 8, 2018.

 

Discussion ensues relative to New Business Item 14I affirming the three-year collective bargaining agreement signed by the Town Manager and the South Kingstown Municipal Employees Association (SKMEA), a local of NEARI on October 24, 2018, effective July 1, 2018 through June 30, 2021 in accordance with the Tentative Agreement dated June 12, 2018.

 

Discussion ensues relative to New Business Item 14J authorizing an award of bid to South County Umpires Association, 134 Sir Michael Circle, West Kingston RI 02892 to provide Youth Recreational Basketball referee services, in accordance with all bidding specifications, in an amount not to exceed $7,500 for FY2018-2019 and $11,100 for FY2019-2020.

 

Discussion ensues relative to New Business Item 14L authorizing an award of contract to Siemens Intelligent Traffic Systems, 9225 Bee Cave Road, Building B, Suite 101, Austin, TX 78733 for LED street lighting conversion, control system and operation and maintenance (O&M) services at the specified unit prices bid, with partial funding of $575,000 from the street lighting reserve funds set aside in the Town Hall capital fund and the remaining balance to be reimbursed by a 2% discount offered by Siemens, incentives and rebates offered by National Grid and the State Office of Energy Resources, as well as anticipated operational savings in the FY 2018-2019 General Fund Street Lighting account #10130005-532006.

 

Discussion ensues relative to New Business Item 14M authorizing the Town Manager to execute any associated documents with National Grid for the purchase of National Grid’s street lighting inventory in an amount not to exceed $22,597, with funding from the street lighting reserve funds set aside in the Town Hall capital fund.

 

Discussion ensues relative to New Business Item 14N authorizing an amendment to an award of contract originally granted on April 9, 2018 to B&E Consulting, LLC, 21 Dryden Lane, Providence, RI 02904 for Suez rate filing review and expert testimony consulting services from an amount not to exceed $22,800 to an amount not to exceed $23,794, with South Kingstown’s share being paid from its Water Enterprise Fund unrestricted net assets.

WHEREAS, the Town Council of the Town of South Kingstown celebrates our local small businesses and the contributions they make to our local economy and community; according to the United States Small Business Administration, there are currently 30.2 million small businesses in the United States: they represent 99.7% of all businesses with employees in the United States, and are responsible for 65.9% of net new jobs created from 2000 to 2017; and

 

WHEREAS, small businesses employ 47.5% of the employees in the private sector in the United States; and

 

WHEREAS, 89% of consumers who are aware of Small Business Saturday said the day encourages them to Shop Small all year long; and

 

WHEREAS, 73% of consumers who reportedly Shopped Small at independently-owned retailers and restaurants on Small Business Saturday did so with friends or family; and

 

WHEREAS, the most reported reason for consumers aware of the day to shop and dine at small, independently-owned businesses was to support their community (64%); and

 

WHEREAS, South Kingstown supports our local businesses that create jobs, boost our local economy and preserve our neighborhoods; and

 

WHEREAS, advocacy groups as well as public and private organizations across the country have endorsed the Saturday after Thanksgiving as Small Business Saturday.

 

NOW THEREFORE, WE THE TOWN COUNCIL OF THE TOWN OF SOUTH KINGSTOWN do hereby proclaim November 24, 2018 as SMALL BUSINESS SATURDAY and urge the residents of our community, and communities across the country, to support small businesses and merchants on SMALL BUSINESS SATURDAY and throughout the year.
