At a REGULAR SESSION of the Town Council of the Town of South Kingstown, County of Washington, in the State of Rhode Island, held at the Town Hall, in and for said Town on the 2nd day of June 2022 at 7:00 PM.

1.         A.        PLEDGE OF ALLEGIANCE TO THE FLAG Video

Roll Call is taken and 4 members are present. Councilwoman Rose is absent.

 

13.       NEW BUSINESS Video

 

A.        Jamie Rhodes, Counsel for Good Energy, LP is present and gives a brief overview of the purpose of the Community Electricity Aggregation Program to localize control over energy supply, increase energy choices, and to extend benefits of competitive market rates to residents and small businesses. The municipalities currently participating in the Program group are Newport, Providence, Central Falls, Portsmouth, Barrington, and South Kingstown. Narragansett will not be included in this group as their plan has not been submitted to the Public Utilities Commission yet. Discussion ensues relative to aggregation procurement evaluation, implemented corollary programs, and the Program launch timeline. Mr. Rhodes notes the bid day is planned for June 7th or 8th depending on market conditions and the proposed resolution would provide an authorized signatory. Bids are required to be below the lowest currently forecasted October rate by National Grid (now, Rhode Island Energy). Town Solicitor review of the agreement is required prior to execution.

 

Discussion ensues relative to the outcome of not receiving a responsive rate on the scheduled bid days and the potential delay in the launch timeline, the number of suppliers submitting a bid, agreement term, the percentage of people who opt-out and that process.

 

UNANIMOUSLY VOTED: to authorize the Town Manager to execute an Electricity Supply Agreement to provide electricity supply for South Kingstown’s community electricity aggregation program so long as the supply rate for the default supply option offered by the program is lower than the projected Last Resort Service rates, as provided by National Grid to the Public Utilities Commission, to go into effect October 1, 2022; as further described in a memorandum from Good Energy, L.P., Aggregation Consultant to the Town Manager dated May 23, 2022 and entitled “Authorization to Select Electricity Supplier.”

 

UNANIMOUSLY VOTED:  to adjourn at 7:21 PM.
