A. F. A resolution authorizing the Town Clerk to advertise for Order of Notice a Public Hearing to consider proposed amendments to the Town Code, Chapter 10 Motor Vehicles and Traffic, Article II Stopping, Standing and Parking, Section 10-12 Boulevard and Street Stop Signs Designated for the installation of stop signs at Belmont Avenue and Wright Avenue where they terminate at Highland Avenue as follows:

G. A resolution requesting the General Assembly to introduce enabling legislation authorizing the Town of South Kingstown to enact a Homestead Exemption Program.
WHEREAS, the Town of South Kingstown (the “Town”) wishes to enact a homestead exemption to provide property tax relief to its residents; and
WHEREAS, the Town has no such authority over taxation without enabling legislation from the Rhode Island General Assembly; and
WHEREAS, the General Assembly has granted such authority to other municipalities in Rhode Island through enabling legislation;
NOW, THEREFORE, BE IT RESOLVED:
1. The South Kingstown Town Council hereby respectfully requests the General Assembly to adopt and ratify the proposed amendment to Title 44, Chapter 5 of the General Laws entitled “Homestead Exemption in the Town of South Kingstown,” attached hereto on Exhibit 1; and
2. That copies of this resolution be forwarded to the Town’s Legislative Delegation requesting that they introduce the appropriate legislation and work for its passage in the 2025 session of the General Assembly.
H. A resolution authorizing an award of contract to Aramsco Inc, 1480 Grandview Avenue, Paulsboro, NJ 08066 for the purchase and installation of ceramic porcelain tiles and partitions in the South Kingstown Town Hall restrooms in accordance with all specifications in the amount not to exceed $34,492 using allocated ARPA funds and as further described in a memorandum from the Facilities Director to the Town Manager dated December 3, 2024, and entitled “Award of Contract– Town Hall Restroom Renovations.”

A. Update on SBC and School Facilities Project
A. An email dated November 26, 2024 from Kathryn Gresens, Executive Director, South County YMCA requesting $80,000 from any remaining or unallocated American Rescue Plan Act (ARPA) funds to address infrastructure needs is received, placed on file, and the Town Council further directs_______________.
B. A letter dated November 15, 2024 from Christopher Little, Chair, South Kingstown Housing Authority requesting a resolution in support of the agency’s application to Rhode Island Housing for low-income housing tax credits (LIHTC) for the Champagne Heights affordable housing development is received, placed on file, and the Town Council further directs_______________.
Rule 18: Correspondence to the Town Council shall be placed on the Council agenda only where action by the Council is requested. Correspondence relating to personnel issues or personal matters shall not be placed on the agenda. RELATING TO TAXATION – HOMESTEAD EXEMPTION IN THE TOWN OF SOUTH KINGSTOWN

It is enacted by the General Assembly as follows:
SECTION 1. Chapter 44-5 of the General Laws in Chapter 44-5 entitled “Levy and Assessment of Local Taxes” is hereby amended by adding thereto the following section:
44-5-89. South Kingstown homestead exemption.
(a) The town council of the town of South Kingstown is authorized to annually fix the amount, if any, of a homestead exemption, with respect to assessed value, from local taxation on taxable real property used for residential purposes or mixed purposes, defined as a combination of residential and commercial uses, in the town of South Kingstown, and to grant homestead exemptions to the owner, or owners, of residential real estate, or combination residential and commercial real estate, in an amount not to exceed ten percent (10%) of the assessed value. The exemption shall apply to property used exclusively for residential purposes, and improved with a dwelling containing less than five (5) units, or real property used for a combination of residential and commercial uses. When real property is used for mixed purposes, the percentage of the assessed value shall be a prorated amount. The prorated amount shall be the percentage of square feet of the parcel used for residential purposes, multiplied by the percentage of the homestead exemption. In order to determine compliance with the homestead exemption as outlined in this section, the town council shall provide, by resolution or ordinance, rules and regulations governing eligibility for the exemption established by this section.
(b) In the event property granted an exemption under this section is sold or transferred during the year for which the exemption is claimed, the town council of the town of South Kingstown, upon approval of the town council, may provide for a proration of the homestead exemption in cases where title to property passes from those not entitled to claim an exemption to those who are entitled to claim an exemption.
SECTION 2. This act shall take effect on December 31, 2025.

This act would grant the town council of the town of South Kingstown the authority to enact a homestead exemption ordinance.
This act would take effect on December 31, 2025.
