A. Discussion regarding the School Building Project and potential cost reduction and funding strategies.
A. Discussion and solicitation of comments from the public relating to the general goals and objectives of the development of the FY 2025-2026 municipal and school budgets to include but are not limited to school enrollment, staffing, revenue, expenditures, and budget drivers.
A. A resolution authorizing the South Kingstown Department of Finance to execute an Inter-Agency Agreement with the South Kingstown Department of Planning for the use of State and Local Fiscal Recovery Funds (SLFRF) for the Main Street Façade Improvement Grant Program; and as further described in a memorandum from the Finance Director to the Town Manager dated December 16, 2024 and entitled “Interagency Agreements – ARPA Funds.”
B. A resolution authorizing the South Kingstown Department of Finance to execute an Inter-Agency Agreement with the South Kingstown Department of Facilities for the use of State and Local Fiscal Recovery Funds (SLFRF) for various repairs to Town Hall, Public Safety Complex, Senior Center, and Kingston Free Library; and as further described in a memorandum from the Finance Director to the Town Manager dated December 16, 2024 and entitled “Interagency Agreements – ARPA Funds.”
C. A resolution authorizing the South Kingstown Department of Finance to execute an Inter-Agency Agreement with the South Kingstown Department of Communications for the use of State and Local Fiscal Recovery Funds (SLFRF) for various repairs to a Town radio tower and improvements to the Town’s Communications vehicle; and as further described in a memorandum from the Finance Director to the Town Manager dated December 16, 2024 and entitled “Interagency Agreements – ARPA Funds.”
D. A resolution authorizing the South Kingstown Department of Finance to execute an Inter-Agency Agreement with the South Kingstown Department of Parks and Recreation for the use of State and Local Fiscal Recovery Funds (SLFRF) for a project involving benches, planters, and site furnishings in areas of Peace Dale and Wakefield; and as further described in a memorandum from the Finance Director to the Town Manager dated December 16, 2024 and entitled “Interagency Agreements – ARPA Funds.”
E. A resolution authorizing the South Kingstown Department of Finance to execute an Inter-Agency Agreement with the South Kingstown Department of Information Technology for the use of State and Local Fiscal Recovery Funds (SLFRF) for meeting room improvements to the Town’s conference rooms; and as further described in a memorandum from the Finance Director to the Town Manager dated December 16, 2024 and entitled “Interagency Agreements – ARPA Funds.”
F. Discussion regarding traffic education and safety within the Town, as requested by Council Member Bergner.
G. Discussion regarding the impact of using American Rescue Plan Act funds to advance planned Capital Improvement Program purchases, as requested by Council Member Bergner.

Meeting Rules
I. Rule 10A. for the conduct of the meetings of the South Kingstown Town Council: Members of the public shall be entitled to speak at regular meetings during any period designated on the agenda for public comment, once, for a period of five minutes, or longer at the discretion of the President, and at other times when invited to do so by the President. The public shall address their comments to the question under debate as indicated on the agenda. Pursuant to RI General Laws §42-46-6(b), public comment regarding subject matter not on the agenda but received during the public participation portion of a meeting shall be for information purposes only and may not be voted on except where necessary to address an unexpected occurrence that requires immediate action to protect the public or to refer the matter to an appropriate committee or to another body or official.
Pursuant to RIGL §42-46-6(b). Notice – “Nothing contained herein shall prevent a public body, other than a school committee from adding additional items to the agenda by majority vote of the members. Such additional items shall be for informational purposes only and may not be voted on except where necessary to address an unexpected occurrence that requires immediate action to protect the public or to refer the matter to an appropriate committee or to another body or official.”
