Rule 10A. for the conduct of the meetings of the South Kingstown Town Council: Members of the public shall be entitled to speak at regular meetings during any period designated on the agenda for public comment, once, for a period of five minutes, or longer at the discretion of the President, and at other times when invited to do so by the President. The public shall address their comments to the question under debate as indicated on the agenda. A Public Hearing relative to a renewal of an Indoor Shooting Range License in accordance with the South Kingstown Town Code, Chapter 9 Licenses and Miscellaneous Business Regulation, Article VI Indoor Shooting Ranges, Sec. 9-158 Term of License, Renewal, Transfer. B. A Public Hearing relative to an application for a license to keep and sell alcoholic beverages in South Kingstown in accordance with the General Laws of 1956, as amended, as follows:
CLASS B VICTUALLER LIQUOR LICENSE
Application for a Class B Victualler Liquor License by A&S Investments, LLC d/b/a Terminesi’s Café, 501 High Street, Wakefield, RI by Albert Terminesi, Partner for the first-floor bar and dining areas; and as further defined in a site plan on file in the Town Clerk’s office.
Said license is contingent upon the issuance of a Certificate of Good Standing from the Rhode Island Division of Taxation, issuance of a Certificate of Insurance evidencing required liability coverage, compliance with all Town Ordinances and regulations, the payment of any municipal taxes, user fees and lease payments in arrears to the Town, and the correction of any fire code violations.

A resolution directing the Town Manager to suspend enforcement of the Short-Term Rental Ordinance adopted on April 8, 2024, based upon the Town Solicitor’s advice regarding a recent decision issued by the Rhode Island Superior Court relating to short-term rentals. Further, all fees collected by the Town in connection with short-term rentals shall be returned to the record owner.
E. A resolution authorizing an award of bid to Fittrax Fitness Systems LLC, 67 Victoria Farm Rd. Fremont, NH 03044, for fitness equipment at the South Kingstown Recreation Center in an amount not to exceed $21,683, per all bid specifications, using allocated ARPA funds, and as further described in a memorandum from the Director of Leisure Services to the Town Manager dated October 23, 2024, and entitled Recommendation for Bid Award – Recreation Center Fitness equipment SK0137RD.”
F. A resolution authorizing an award of contract to Beausoleil & Sons Construction Inc., 287 Main St., Hope, RI 02831 for the reconstruction of six tennis courts at Broad Rock Middle School in accordance with all bid specifications in an amount not to exceed $290,220, using allocated ARPA funds, and as further described in a memorandum from the Director of Leisure Services to the Town Manager dated October 30, 2024 and entitled “Bid Award Recommendation - Broad Rock Middle School Tennis Court Replacement.”
G. A resolution authorizing an award of contract to Aramsco Inc, 1480 Grandview Ave, Paulsboro, NJ 08066 for the purchase and installation of carpet tiles at the South Kingstown Senior Center, in accordance with all specifications in the amount not to exceed $34,283.32, using allocated ARPA funds, and as further described in a memorandum from the Facilities Director to the Town Manager dated November 4, 2024, and entitled “Award of Contract– Senior Center Carpet replacement.”
H. A resolution authorizing an award of bid to Connecticut Control Corp, 18 Industrial Park Rd, Centerbrook, CT 06409 for the purchase and installation of a WEB-8000 Jace and input/output modules including graphics in accordance with all specifications in the amount not to exceed $11,402.65, using allocated ARPA funds, and as further described in a memorandum from the Facilities Director to the Town Manager dated November 4, 2024, and entitled “Award of Bid– HVAC CONTROLLER”
I. A resolution authorizing an award of bid to Coldmasters Temperature Control, 72 Fenner Street, Cranston, RI 02910 for the procurement and installation of an HVAC heat pump in the Tax Collectors Office in town hall in accordance with all bid specifications in the amount not to exceed $18,850, using allocated ARPA funds, and as further described in a memorandum from the Director of Facilities to the Town Manager dated November 5, 2024 and entitled “Award of Bid – Heat Pump Install in Tax Collector Office”
J. A resolution authorizing an award of bid to Allstate Tower Inc., 232 Heilman Ave, Henderson, KY 42420 for tower structural modifications located at the Public Safety Complex in an amount not to exceed $50,000, using allocated ARPA funds, and as further described in a memorandum from the Fire Alarm Superintendent to the Town Manager dated October 25, 2024 and entitled “Award of Bid – Tower Structural Modifications.”
K. A resolution, continued from October 28, 2024, authorizing the allocation of Opioid Settlement Funds in an amount not to exceed $25,000 to the Friends of the HOPE Initiative to support their efforts in post-overdose and multi-discipline outreach efforts, as further described in a memorandum from the Chief of Police to the Town Manager dated October 8, 2024, and entitled “Award Recommendation – Contribution to the HOPE Initiative.”

A. Update on SBC and School Facilities Project.
A. An email dated November 5, 2024 from Thomas Hogan tendering his resignation from the Bicycle-Pedestrian Advisory Committee effective immediately, is received, placed on file, and the Town Council directs .
Rule 18: Correspondence to the Town Council shall be placed on the Council agenda only where action by the Council is requested. Correspondence relating to personnel issues or personal matters shall not be placed on the agenda. The Town Clerk shall confer with the Town Manager and/or Town Solicitor where the intent of the correspondence may be unclear. The Town reserves the right to make correspondence public by posting it on the Town Council agenda or otherwise.

Rule 11: No item of business other than that of adjournment may be brought before the Town Council at any meeting unless such an item is introduced before 11:00 PM; provided, however, that this rule may be suspended by an affirmative vote of a majority of members present.
Pursuant to RIGL §42-46-6(b). Notice – “Nothing contained herein shall prevent a public body, other than a school committee from adding additional items to the agenda by majority vote of the members. Such additional items shall be for informational purposes only and may not be voted on except where necessary to address an unexpected occurrence that requires immediate action to protect the public or to refer the matter to an appropriate committee or to another body or official.”
The following information reflects the status of those Town boards, commissions and committees which have vacancies, members whose terms are expiring and are eligible for reappointment, and/or applications filed for consideration of appointment. The Town Council may make appointments at any meeting.
Affordable Housing Collaborative Committee (7 members; 3 year term)
Reappointments for terms to expire August 2024: Amy Crawford, Joshua White Port and Meghann Sparks wish to be reappointed. It is reported that Ms. Crawford and Mr. Port have attended 12 of 12 meetings, and Ms. Sparks has attended 18 of 21 meetings held during their current term (attendance as of 4/23/2024).
Vacancies: two terms to expire August 2025 (George Helwig and Carol Babbitt Spears resigned)
Applicant: Darryl Geissler (applied 8/29/2023; interviewed 10/23/2023); Richard Morrissey (applied 10/29/2024).
