A. Discussion and solicitation of comments from the public relating to the general goals and objectives of the development of the FY 2026-2027 municipal and school budgets to include but are not limited to school enrollment, staffing, revenue, expenditures, and budget drivers.

(CA) A. A resolution granting the Petition #13087803 to install a Pole (P.19-84) and anchor on the eastern side of Columbia Street at 153 School Street (Hazard School) and authorization of the Town Manager to execute an easement with Rhode Island Energy, 280 Melrose Street, Providence, RI 02907 to use the public property named for the purposes stated, that the work be done to the satisfaction of the Director of Public Services and notification to Town for municipal utility mark-out prior to pole setting, as further described in a memorandum from the Public Services Director to the Town Manager dated December 9, 2025, and entitled, “Rhode Island Energy Pole Setting Request, Pole P.19-84 - 153 School Street”.
(CA) B. A resolution granting the Petition #14504481 of Rhode Island Energy and Verizon New England to relocate Joint Pole P.7 on the north side of Kersey Road 4 feet south towards edge of pavement for purposes to install sidewalks and to install a new 1” anchor at P.8 on the north side of Kersey Road and to use the public ways named for the purposes stated in said petition, that the work be done to the satisfaction of the Director of Public Services and notification to Town for municipal utility mark-out prior to pole setting, and that this approval is conditioned upon the removal of all existing double poles along the entire length of Kersey Road prior to new pole(s) placement; and any new double poles created as part of this request be removed within sixty (60) calendar days of new pole(s) placement. Said petition is further described in a memorandum from the Public Services Director to the Town Manager dated December 10, 2025 and entitled “Rhode Island Energy Pole Setting Request – Pole P.7 Kersey Road.”
(CA) C. A resolution authorizing a Grant of Permanent Easement to Rhode Island Energy, Service Request #14753002, at Pole #248 on Kingstown Road (Old Mountain Field) for the Installation, Operation, and Maintenance of Distribution Line and Related Appurtenances as further described in a memorandum from the Director of Leisure Services to the Town Manager dated December 12, 2025, and entitled “Rhode Island Energy – Easement - Pole 248 Kingstown Road - Old Mountain Field”.

Meeting Rules
I. Rule 10A. for the conduct of the meetings of the South Kingstown Town Council: Members of the public shall be entitled to speak at regular meetings during any period designated on the agenda for public comment, once, for a period of five minutes, or longer at the discretion of the President, and at other times when invited to do so by the President. The public shall address their comments to the question under debate as indicated on the agenda. Pursuant to RI General Laws §42-46-6(b), public comment regarding subject matter not on the agenda but received during the public participation portion of a meeting shall be for information purposes only and may not be voted on except where necessary to address an unexpected occurrence that requires immediate action to protect the public or to refer the matter to an appropriate committee or to another body or official.
Pursuant to RIGL §42-46-6(b). Notice – “Nothing contained herein shall prevent a public body, other than a school committee from adding additional items to the agenda by majority vote of the members. Such additional items shall be for informational purposes only and may not be voted on except where necessary to address an unexpected occurrence that requires immediate action to protect the public or to refer the matter to an appropriate committee or to another body or official.”
