A.    Ordinance No. _7-24: An ordinance to amend the zoning code and the map attached thereto by changing the zoning of 59 & 85 Kessler-Cowlesville Road Inlot 4641 and Inlot 4642 (+/- 4.880 acres) from Highway Business (HB) Interim to Highway Business (HB) zoning classification. (Introduced by Mr. Kessler)

Summary: This ordinance amends the Official Zoning Map and the Zoning Code to reflect the change in zoning district of Inlot 4641 and all of Inlot 4642 located at 59 & 85 Kessler-Cowlesville Road to Highway Business (HB) Zoning Classification.

B.    Ordinance No. _8-24: : An ordinance to amend the zoning code and the map attached thereto by changing the zoning of 4025 S. CR25A, Inlot 4640 (+/-1.6692 acres) from Highway Business (HB) Interim to Highway Business (HB) zoning classification.   (Introduced by Ms. Pittenger)

Summary: This ordinance amends the Official Zoning Map and the Zoning Code to reflect the change in zoning district of Inlot 4640 located at 4025 S CR25A to Highway Business (HB) Zoning Classification.

C.    Ordinance No. _9-24: An ordinance to prohibit the future use of property for self-storage facilities within the City of Tipp City, Ohio. (Introduced by Mr. Liddy)

Summary: This ordinance amends Chapter 154 of the Tipp City, Ohio Code of Ordinances related to self-storage facilities.

Resolutions (one reading required)

A.    Resolution No. 8-24: A resolution authorizing the City Manager to enter into a contract with John R. Jurgenson of Springfield, Ohio for the 2024 Ashlalt Resurfacing Program at a cost of $552,226.25.

Summary: Two bids were received for this project with John R. Jurgensen Co., of Springfield, Ohio submitting the lowest and best bid at $504,570.15.

B.    Resolution No. 9-24: A resolution authorizing the City Manager to enter into a contract with Ranger Earthworks LLC of Casstown, Ohio for the South 5^th Street & East Main Street Reconstruction at a cost of $643,145.00.

Summary: This resolution authorizes the City Manager to enter into a contract for the South 5^th Street & East Main Street Reconstruction with Ranger Earthworks LLC of Casstown, Ohio.

C.    Resolution No. 10-24: A resolution authorizing the City Manager of the City of Tipp City, Ohio to enter into a Collective Bargaining Agreement on behlaf of the City with the Tipp City Police and Sergeants, Fraternal Order of Police, Ohio Labor Council, Inc. dealing with matters covering wages, hours, terms and other conditions of employment with the City of Tipp City, Ohio for Police Officers & Sergeants in the Tipp City Police Division.

Summary: This resolution authorizes the City Manager to enter into a Collective Bargaining Agreement with the Tipp City Police Officers and Sergeants for a three-year period from April 21, 2024 – April 20, 2027.

A.    Ordinance No. __-24: An ordinance amending our schedule of fees to          include solar application fees and additional utility billing fees.

Summary: This ordinance amends the City’s Schedule of Fees to include solar and a Utility Billing service fee.

Council welcomes the comments and input of the public during the Council meetings.  In order to provide an orderly fashion in which all interested parties have an opportunity to address Council, Council has adopted the following procedure for citizen’s comments during any portion of the Council meeting or Public Hearing.

Any citizen who wishes to address Council must first seek recognition from the President of Council.  Upon recognition by the President, the speaker should approach the podium, state their name and make their comments.  Speakers should not leave the podium to approach Councilmembers without first obtaining permission.  After completion of their comments, Council would request that the speakers return to their seat so that any other interested persons could then be recognized and address Council.

The purpose of this procedure is to afford the maximum opportunity for citizen input without any type of disruption of the Council proceedings.  While others are addressing Council from the podium, Council requests that audience members not make comments to Council or to individuals at the podium to prevent any potential confusion or disruption.
