STATE OF RHODE ISLAND, COUNTY OF NEWPORT
The Town Council of the Town of Tiverton, County and State aforesaid held a Special Meeting on
Monday, April 19, 2021 at 7:00 p.m. via a Virtual Meeting viewable at Tiverton Videos on YouTube.
Council President deMedeiros called the meeting to order at 7:00 p.m.
Members present: Council President deMedeiros, Council Vice-President Burk, Councilor Janick, Councilor Cook, Councilor Perry and Councilor Edwards. Councilor Vieira absent.
Town Administrator Cotta, Chief of Police Jones, Solicitor Marcello, Labor Council Cavazza and Town Clerk Chabot were also present.
A. Town Administrator – RIGL 42-46-5(a)(2) – Collective Bargaining – IBPO
Councilor Edwards motioned to enter executive session pursuant to RIGL 42-46-5(a)(2) – Collective Bargaining – IBPO. Seconded by Councilor Perry, the motion passed unanimously.
Council entered executive session at approximately 7:05 p.m.
Council returned to open session at approximately 8:03 p.m.
The Town Council reconvened in open session following the conclusion of the executive session.
Councilor Perry motioned to seal the minutes of Executive Session. Councilor Burk seconded the motion. Motion passed unanimously.
Solicitor Marcello reported discussion in executive session regarding IBPO with no votes taken.
A. Overall Discussion, Review, and Potential Preliminary Votes on FY 2021/2022 Budget, including individual line items and capital expenses as previously submitted by Town Administrator,
Including not limited to:
a. Fire Department
b. Public Works
Fire Chief Reimels joins the meeting.
Town Administrator and Chief Reimels have identified additional reductions in other line items related to the removal of the 2 Rotator Firefighters. Fire Department Salary Account new budget total is $2,408,283.
Councilor Burk motioned to approve Fire Department Salary Account 3310 budget total of $2,408,283, seconded by Councilor Edwards. The motion unanimously passed.
DPW Director Rogers joins the meeting.
Councilors discussed Snow Removal account averages for expenses over 10 years.
Councilor Cook motioned to reduce Snow Removal Account 5540-6451 to $50,000, seconded by Councilor Edwards. The motion unanimously passed.
Councilors discussed Sand, Salt, Gravel account averages for expenses over 10 years; no vote taken.
B. Discussion and Potential Vote on FY 2021/2022 Revenue Estimates
C. Discussion on Estimated % Increase based on Preliminary Budget/Revenue Votes
D. Discussion, Review, and Potential Preliminary Votes on Overall FY 2021/2022 Budget
E. Discussion, Review, and Potential Vote on FY2021/2022 Town Council Resolutions
No action taken on agenda items 5B, 5C, 5D and 5E.
No updates on Revenue estimates.
Councilor Edwards recommended review of March 2021 Treasurers’ report.
Final budget and revenue estimates are due May 5, 2021.
Resolutions are due June 10, 2021.
Council President deMedeiros reported that she received call from School Committee Chairman Dr. Larkin.
She wanted to bring idea to the Council for feedback – proposed to have Council President meet with the School Superintendent Dr. Sanchioni and Town Administrator Cotta meet with School Committee Chairman Dr. Larkin to share how they feel and any ideas they have about the budget process.
Councilors agreed that it was a great idea.
F. Planning for future FY 2021/2022 Budget Reviews
Next meetings scheduled for April 28, 2021 at 7:00 p.m. and May 5, 2021 at 7:00 p.m.
Councilor Perry motioned to adjourn, seconded by Councilor Edwards. The motion passed unanimously.
