STATE OF RHODE ISLAND, COUNTY OF NEWPORT
The Town Council of the Town of Tiverton, County and State aforesaid held a Special Meeting on
Wednesday, April 28, 2021 at 6:00 p.m. via a Virtual Meeting viewable at Tiverton Videos on YouTube.
Council President deMedeiros called the meeting to order at 6:00 p.m.
Members present: Council President deMedeiros, Councilor Janick, Councilor Cook, Councilor Vieira , Councilor Perry and Councilor Edwards. Council Vice-President Burk absent.
Town Administrator Cotta, Town Clerk Chabot and Deputy Clerk Veegh were also present.
A. Town Administrator – RIGL 42-46-5(a)(1) – Discussions of Job Performance, Character, or Physical or Mental Health of a Person or Persons Provided that Such Person or Persons Affected May Require the Discussion Be Held in Open Session – Interviews for vacant Building Official position – Notice given.
Councilor Vieira motioned to enter executive session pursuant to RIGL 42-46-5(a)(1) – Discussions of Job Performance, Character, or Physical or Mental Health of a Person or Persons Provided that Such Person or Persons Affected May Require the Discussion Be Held in Open Session – Interviews for vacant Building Official position – Notice given., Councilor Edwards seconded the motion, the motion passed unanimously.
Council entered closed executive session at approximately 6:05 p.m.
Council returned to open session at approximately 7:05 p.m.
The Town Council reconvened in open session following the conclusion of the executive session.
Council President deMedeiros announced no votes were taken in executive session.
Councilor Edwards motioned to seal the minutes of Executive Session. Councilor Perry seconded the motion. The motion passed unanimously.
A. DPW Director Rogers – Requests permission to purchase 2 used trucks and new 4-way plows with
attachments
DPW Director Rogers explained that used trucks are selling quicker than he can commit to them. He requested to purchase one truck with the new 4-way plow that was currently available, as well as advanced approval to purchase a second truck when it becomes available. He also recommended a 90 day warrant was available for $400. Two trucks purchases were previously approved by Council not to exceed $90,000. After further discussion, it was decided that the Town Administrator could approve the purchase of the second truck when available to prevent waiting for a future council meeting.
Councilor Perry motioned to approve the purchase of the available used truck with warranty for $40,400 and to authorize the Administrator to approve the purchase of a second used truck with warranty, of a reasonable amount over the allotted fund, when one become available. Councilor Edwards seconded the motion. The motion passed unanimously.
B. Discussion and Potential Votes on FY 2021/2022 Revenue Estimates

D. Discussion, Review, and Potential Votes on Overall FY 2021/2022 Budget
Administrator Cotta explained he reworked non-taxable revenue bringing the original estimate from $11,698,933 to a new total amount of $12,875,573. The change resulted from adding 1.1 million for the power plant, an additional $25,000 to the stamp tax, and 10,000 to fire department plan review fees, $10,000 to police detail, $10,000 to Fogland beach receipts and an extra $7,500 to camp programs.
Administrator Cotta mentioned that the School budget and capital requests were still being reviewed by the School Committee and Budget Committee. School budget request is currently $32,506,856 and have requested additional capital.
Discussion continued regarding uncertainty of state aid, funds available in the General fund to offset expenses and alternate budgets. Town Budget went up @3.3%; overall budget went up @3.2%. Overall, the entire budget on municipal went up $702,172 and that includes school’s capital.
School Committee voted last night to continue doing the SRO for this year
Council concluded discussion with finalizing remaining budget items for capital and the general operating budget.
Councilor Perry motioned to approve $21,897,596 for the general operation of the town, $115,000 for capital which represents $100,000 for the first-year payment (of 10-year payment plan) on a Quint apparatus and $15,000 for Library Capital Request, and $170,140 for municipal timed finance payment. Councilor Edwards seconded the motion. The motion passed unanimously.
Councilor Edwards motioned to approve $500,000 from the General Fund to offset expenses. Councilor Perry seconded the motion. The motion passed unanimously.
Councilor Edwards motioned to submit the final budget and revenue estimates as previously approved to the Town Administrator. Councilor Perry seconded the motion. The motion passed unanimously.
E. Discussion, Review and Potential Votes on FY 2021/2022 Town Council Resolutions
Council deadline is June 10 to submit council resolutions. Council will discuss resolutions further at the last meeting in May, in anticipation of the Budget Committee completing their resolutions before then.
F. Planning for future FY 2021/2022 Budget Reviews
Next meeting scheduled for May 3, 2021, if needed
No meeting on Monday, May 3, 2021.
Councilor Perry motioned to adjourn, seconded by Councilor Janick. The motion passed unanimously.
