STATE OF RHODE ISLAND, COUNTY OF NEWPORT
The Town Council of the Town of Tiverton, County and State aforesaid held a Joint Workshop with the Tiverton Wastewater District on Tuesday, January 26, 2021 at 7:00 pm via a Virtual Meeting viewable at Tiverton Videos on YouTube.
Council President deMedeiros called the meeting to order at approximately 7:04 pm with the Pledge of Allegiance to the Flag and a roll call. All Council members present.
Tiverton Wastewater District members Leroy Kendricks and Carrie San Angelo were present.
Mr. Kendricks reviewed some of the history behind the 1997 Comprehensive Plan. He briefly reviewed references to septic in the current 2018 Comprehensive Plan and the constraints affecting Onsite Wastewater Treatment Systems (OWTS) in South Tiverton and in the various watershed areas. He explained the reasons behind the town’s approval in 2003 of the Wastewater Management Plan and Ordinance for Onsite Wastewater Management. He reviewed what resources supported the plan with the Tiverton Wastewater Management Commission formed in 2006 and then with Tiverton Wastewater District (TWWD) established in 2014.
Ms. San Angelo briefly reviewed what the TWWD has been providing for services to Tiverton since inception of the District. For the past two years, she provided more details on the inspection program, the education program, Community Septic System Loan Program (CSSLP) funding, CSSLP application assistance provided to town residents, OWTS enforcement focused solely on property transactions and the impact of COVID-19.
From sewer perspective, Mr. Kendricks mentioned that there will be 900+ properties on sewer by the end of 2021.
Recommended action plan as follows:
Develop a 5 Year OWTS plan
Update Town Ordinance Section 18-9
Increase resource to full time person
Request update to Municipal Court legislation for wastewater enforcement
Under Section 18-9.11, proposed $20.00 fee per household per year with an OWTS
Memorandum of Understanding (MOU) between Tiverton and TWWD for oversight management
Town Councilor Burk motioned to adjourn, seconded by Councilor Vieira. Motion passed in the affirmative by roll call vote. Joint Workshop adjourned at approximately 8:36 pm.
