STATE OF RHODE ISLAND, COUNTY OF NEWPORT
The Town Council of the Town of Tiverton, County and State aforesaid held a Special Council Meeting on
Saturday, March 5, 2022, at 9:00 a.m. via a Virtual Meeting viewable at Tiverton Videos on YouTube.
Council President deMedeiros called the meeting to order with the pledge of allegiance to the flag.

BUSINESS BROUGHT BEFORE THE COUNCIL
A. Overall Discussion, Review, and Votes on FY 2022/2023 Budget, including
individual line items as previously submitted by Town Administrator.

For Harbor Master, Mr. Tyler Loomis reviewed the new item for No Wake Buoys and the elimination of the Computer Software requirement. There was a discussion on the assistant position and was asked that the position be advertised.
For Harbor & Coastal Management, same as last year.
For Senior Center, Director Janet Holmes reviewed minor increases for Education/Seminars, Supplies and Building Maintenance. Director salary changed to level-funded as included in Council Contingency.
As representatives, Mr. Edward McPherson and Ms. Lucy Kingsley, from Newport County Mental Health were in attendance, they spoke to their request for a $3,000 contribution from Tiverton. Discussion continued regarding the expected funds from the Opioid Settlement and the possible use of these funds for this purpose.
For Economic Development Commission, Chair Rene Jones reviewed the increase in Supplies, to continue focus on getting contact information from local businesses. She requested that these expenses for Greater Newport and Newport Chamber be added to this budget. Last year, these expenses were paid from Council Contingency.
For Land Use, Planner Jennifer Siciliano reviewed minor changes. Salary for Building/Zoning Clerk and Land Use Clerk changed to level-funded, as included in Council Contingency.
Council members discussed Civic Appropriations and Boards & Commissions budget requests. Civic Appropriations were reviewed and were level-funded, referred to other funding sources, or eliminated. Historical Cemetery Commission request for an increase may be better suited to funding under the American Rescue Plan Act; Town Administrator will review.
Council proceeded to approve various budget bottom line numbers.
Councilor Burk motioned to approve $14,550 for Civic Appropriations. Seconded by Councilor Edwards, the motion passed with a vote of 5-1, Councilor Cook opposed.
Councilor Burk motioned to approve $315,861 for Town Clerk’s Office. Seconded by Councilor Edwards, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $29,100 for Board of Canvassers. Seconded by Councilor Vieira, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $27,200 for Town Hall Operating Expenses. Seconded by Councilor Vieira, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $320,000 for Legal Services. Seconded by Councilor Burk, the motion passed with a vote of 5-1, Councilor Cook opposed.
Councilor Vieira motioned to approve $13,000 for Planning Board. Seconded by Councilor Janick, the motion passed with a vote of 6-0.
Councilor Burk motioned to approve $4,500 for Zoning Board of Review. Seconded by Councilor Vieira, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $1,000 for Town Sergeant. Seconded by Councilor Burk, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $200,549 for Town Administrator. Seconded by Councilor Vieira, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $312,000 for Land Use. Seconded by Councilor Vieira, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $12,400 for Probate Court. Seconded by Councilor Janick, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $172,285 for Tax Assessor. Seconded by Councilor Vieira, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $50,000 for Revaluation. Seconded by Councilor Vieira, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $164,317 for Tax Collector. Seconded by Councilor Janick, the motion passed with a vote of 6-0.
Councilor Burk motioned to approve $2,000 for Tax Sale. Seconded by Councilor Janick, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $18,500 for Municipal Court. Seconded by Councilor Vieira, the motion passed with a vote of 6-0.
Councilor Vieira motioned to approve $550 for Harbor and Coastal Management Commission. Seconded by Councilor Janick, the motion passed with a vote of 6-0.
Councilor Vieira motioned to approve $31,135 for Harbor Master. Seconded by Councilor Janick, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $1,153,899 for Public Works. Seconded by Councilor Vieira, the motion passed with a vote of 6-0.
Councilor Burk had stepped away.
Councilor Vieira motioned to approve $75,000 for Street Lighting. Seconded by Councilor Edwards, the motion passed with a vote of 5-0.
Councilor Janick motioned to approve $1,600 for Hydrant Services. Seconded by Councilor Edwards, the motion passed with a vote of 5-0.
Councilor Edwards motioned to approve $1,043,000 for Rubbish/Recycling Collection. Seconded by Councilor Janick, the motion passed with a vote of 5-0.
Councilor Burk returned.
Councilor Edwards motioned to approve $305,762 for Landfill Operations. Seconded by Councilor Vieira, the motion passed with a vote of 6-0.
Councilor Vieira motioned to approve $120,617 for Building Maintenance Division. Seconded by Councilor Burk, the motion passed with a vote of 6-0.
Councilor Janick motioned to approve $54,850 for Parks Maintenance, Mowing. Seconded by Councilor Edwards, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $124,300 for Senior Citizens Services. Seconded by Councilor Vieira, the motion passed with a vote of 6-0.
Councilor Burk motioned to approve $7,710 for Economic Development Commission. Seconded by Councilor Edwards, the motion passed with a vote of 5-1, Councilor Cook opposed.
Councilor Edwards motioned to approve $603,000 for Library Services. Seconded by Councilor Janick, the motion passed with a vote of 6-0.
Councilor Edwards motioned to approve $96,500 for Parks and Recreation. Seconded by Councilor Janick, the motion passed with a vote of 5-1, Councilor Cook opposed.
Councilor Edwards motioned to approve ($62,000) for SRO Offset and ($83,333) for COPS Grant. Seconded by Councilor Janick, the motion passed with a vote of 6-0.
Councilor Vieira motioned to adjourn the meeting. Seconded by Councilor Edwards, the motion passed unanimously. The meeting adjourned at 11:48 a.m.
