STATE OF RHODE ISLAND, COUNTY OF NEWPORT
The Town Council of the Town of Tiverton, County and State aforesaid held a Special Council Meeting on
Tuesday, March 8, 2022, at 6:00 p.m. via a Virtual Meeting viewable at Tiverton Videos on YouTube.
Council President deMedeiros called the meeting to order with the pledge of allegiance to the flag.

BUSINESS BROUGHT BEFORE THE COUNCIL
A. Overall Discussion, Review, and Votes on FY 2022/2023 Budget, including
individual line items as previously submitted by Town Administrator.

h. Unfunded Liability
Councilor deMedeiros motioned to decrease Recreation Community Special Events to $1,500. Seconded by Councilor Edwards, the motion passed with a vote of 6-0.
Councilor Perry joined the meeting.
Mr. James Spears reviewed the Historical Cemeteries Commission requests regarding equipment and fuel cost.
Councilor Edwards motioned to decrease the Historical Cemeteries Commission budget to $3,500. Seconded by Councilor Vieira, the motion passed with a vote of 7-0.
Treasurer Saurette reviewed budgets for Treasurer, Insurance, Audit, Pension Plans, Other Post-Employment Benefits (OPEB), Social Security, Unemployment Security, Unfunded Liability, Debt Service & Municipal Capital. She reviewed Revenue estimates. Treasurer Saurette and Administrator Cotta answered various council questions on budget items and Revenue estimates.
Councilor Cook motioned to approve $206,550 for Treasurer. Seconded by Councilor Perry, the motion passed with a vote of 7-0.
Councilor Janick motioned to approve $3,196,250 for Insurance. Seconded by Councilor Edwards, the motion passed with a vote of 7-0.
Councilor Edwards motioned to approve $26,000 for Audit of Town Accounts. Seconded by Councilor Janick, the motion passed with a vote of 7-0.
Councilor Janick motioned to approve $1,326,300 for Pension Plans. Seconded by Councilor Edwards, the motion passed with a vote of 7-0.
Councilor Edwards motioned to approve $0 for OPEB. Seconded by Councilor Burk, the motion passed with a vote of 7-0.
Councilor Cook motioned to reconsider the prior motion. Seconded by Councilor Edwards, the motion passed with a vote of 6-1, Councilor deMedeiros opposed.
Councilor Cook motioned to approve $100,000 for OPEB. No second, motion withdrawn.
Councilor Edwards motioned to approve $0 for OPEB. Seconded by Councilor Burk, the motion passed with a vote of 6-1, Councilor Cook opposed.
Councilor Edwards motioned to approve $640,000 for Social Security. Seconded by Councilor Vieira, the motion passed with a vote of 7-0.
Councilor Vieira motioned to approve $15,000 for Unemployment Security. Seconded by Councilor Edwards, the motion passed with a vote of 7-0.
Councilor Edwards motioned to approve $100,000 for Unfunded Liability. Seconded by Councilor Vieira, the motion passed with a vote of 7-0.
Councilor Edwards motioned to approve $4,030,588 for Debt Service. Seconded by Councilor Vieira, the motion passed with a vote of 7-0.
Councilor Perry motioned to approve $209,486 for Municipal Capital. Seconded by Councilor Vieira, the motion passed with a vote of 7-0.
Council proceeded to approve the various remaining budget bottom line numbers.
Councilor deMedeiros motioned to remove $78,000 for the Fire Department Deputy Chief. Seconded by Councilor Edwards, the motion passed with a vote of 5-2, Councilors Burk and Perry opposed.
Councilor Edwards motioned to decrease Fire Department Overtime to $200,000. Seconded by Councilor Janick, the motion passed with a vote of 6-1, Councilor Perry opposed.
Councilor Edwards motioned to approve $3,279,315 for Fire Department. Seconded by Councilor Vieira, the motion passed with a vote of 7-0.
Police Chief Jones joins the meeting.
Councilor Perry motioned to decrease Police Department Accreditation Stipend by $15,000 to $6,500. Seconded by Councilor Edwards, the motion passed with a vote of 7-0.
Councilor Perry motioned to approve $3,398,567 for Police Department Salaries. Seconded by Councilor Edwards, the motion passed with a vote of 7-0.
Councilor Perry motioned to remove $2,500 for Police Department Community Policing. Seconded by Councilor Edwards, the motion passed with a vote of 7-0.
Councilor Edwards motioned to approve $196,300 for Police Department General Contractual/Mandated Expenses. Seconded by Councilor Burk, the motion passed with a vote of 7-0.
Councilor Burk motioned to approve $282,000 for Police Department Operations. Seconded by Councilor Edwards, the motion passed with a vote of 7-0.
Councilor Edwards motioned to approve $3,876,867 for Police Department. Seconded by Councilor Vieira, the motion passed with a vote of 7-0.
Councilor Edwards motioned to approve ($317,800) for Safer Grant Year 1 offset. Seconded by Councilor Janick, the motion passed with a vote of 4-2-1, Councilors Burk and Cook opposed, Councilor Perry abstains.
Councilor Edwards motioned to approve $22,306,965 for Municipal Budget. Seconded by Councilor Perry, the motion passed with a vote of 5-2, Councilors Burk and Cook opposed.
B. Discussion and vote on FY 2022/2023 Revenue estimates
Councilor Perry motioned to approve a final Revenue Estimate of $12,902,432. Seconded by Councilor Edwards, the motion passed with a vote of 7-0.
Councilor Perry motioned to adjourn the meeting. Seconded by Councilor Edwards, the motion passed unanimously. The meeting adjourned at 8:59 p.m.
