STATE OF RHODE ISLAND, COUNTY OF NEWPORT
The Town Council of the Town of Tiverton, County, and State aforesaid held a Special Council Meeting on Saturday, April 20, 2024, at 9:00 AM at the Tiverton Town Hall, 343 Highland Road.
Council President deMedeiros called the meeting to order with the pledge of allegiance to the flag.
Present
Council President deMedeiros, Council Vice President Burk, Councilor Paull, Council Edwards, Councilor Milbourne, and Councilor Janick
Absent
Councilor Edwards V
Town Administrator Cotta and Clerk Chabot were also present.
Police Chief Jones and Fire Chief Bailey were also present.
A. Discussion and possible vote on the Proposed FY 25 Budget for the following departments:
1. 3330 Police Department
2. 1960 Municipal Court
3. 3350 Harbor and Coastal
4. 3360 Harbor Master
5. 3310 Fire Department
6. 1010 Town Clerk’s Office
7. 1030 Board of Canvassers
8. 1970 Probate Court
9. 1020 Town Council
10. 1040 Town Hall Operating
11. 1050 Legal Services
12. 6200 Economic Development Comm.
13. 6210 Boards & Commissions
14. 6250 Civic Appropriations
Summary of changes to the proposed budget:
No changes to 1010 Town Clerk’s Office, 1020 Town Council, 1030 Board of Canvassers, 1040 Town Hall Operating, 1050 Legal Services, and 1970 Probate Court.
No changes to 3310 Fire Department
No changes to 3330 Police Department and 1960 Municipal Court.
No changes to 3350 Harbor and Coastal.
3360 Harbor Master – Harbor Master increased from $8,500 to $10,000. Radio/Communication Devices increased from $750 to $1,230. The new Harbor Master total is $38,240.
No changes to 6200 Economic Development Comm.
6210 Boards and Commissions, and 6250 Civic Appropriations were continued to the next meeting on Wednesday.
Council President deMedeiros noted that School information has not been received. Administrator Cotta reported that Dr. Sanchioni has not provided the requested information and will request via formal record request (APRA).
Council President deMedeiros noted that the meeting scheduled for 4/27/2024 is canceled. She polled the council for availability on 5/4/2024. The meeting was rescheduled to 5/4/2024. She will reach out to the School Committee regarding the new meeting date. Administrator Cotta will reach out to the Tiverton Library regarding the same.
A. Town Administrator –RIGL 42-46-5(a)(2) Collective Bargaining – Discussion and possible vote on
Teamsters Local 251 contract negotiations
Councilor Paull motioned to enter Executive Session for agenda item 5A. Councilor Burk seconded the motion. The motion passed unanimously.
Council President deMedeiros made a motion, pursuant to RIGL 42-46-6(b), to amend the agenda under executive session to add the following item for discussion purposes only:
RIGL 42-46-5(a)(2) related to potential litigation concerning the Tiverton School Department on
matters concerning the disclosure of protected student information
Councilor Burk seconded the motion. The motion passed unanimously.
The council entered into closed executive session at approximately 10:25 a.m.
The council returned to open session at approximately 11.24 a.m.
Councilor Burk motioned to seal the minutes of the Executive Session. Councilor Edwards V seconded the motion. The motion passed unanimously.
Council President deMedeiros reported that both items were discussion only, and no votes were taken.
6. ADJOURNMENT
Councilor Burk motioned to adjourn the meeting. Seconded by Councilor Janick, the motion passed unanimously. The meeting adjourned at 11:25 AM.
