f. Review FY25 Annual Financial Audit and Single Audit Reports
● The town and school district received a clean audit opinion for the annual financial report, confirming statements are presented fairly and meet GAAP standards.
● Auditors reported no major control issues, specifically noting:
● Absence of material weaknesses
● Lack of significant internal control deficiencies
● No compliance failures regarding regulations, grants, or contracts
● A deficit of roughly $1.2 million, or 4.4% of the operating budget, was recorded for the FY2025 cycle.
● Costs outpaced income by $1.4 million, though a $200,000 fund balance helped mitigate the total.
● Corrective strategies launched in FY2026 by officials and the Committee to manage the gap included:
● Expenditure reductions
● Staffing adjustments
● Enhanced financial oversight
● Various operational refinements
● The Single Audit for federal grants (IDEA, ARPA, food services) also returned clean with no reported findings or weaknesses.
● Auditors concluded the department utilized effective reporting, strong internal controls, and proper grant stewardship.
● While the audit highlights accountability and compliance, the $1.2 million FY2025 deficit remains a substantial matter addressed by the corrective plan.
g. FY26 Preliminary Year-End Financial Review
● FY2026 appears to represent a substantial improvement from FY2025. The department appears to have brought a roughly $1.2 million operating deficit under control and is currently projecting a small $120,000 favorable general-fund position.
● But the meeting is being careful—and correctly so—not to declare victory yet. The $120,000 is preliminary; the school-lunch transfer will reduce it, and outstanding invoices could change it further.
