ORDINANCE:

 

O-1

         Chapter 7-FINANCE AND TAXATION

            Article I. In General (2nd reading)

 

            Sec. 7-1. - Committee on finance

 

  (a) Election; composition. There shall be elected annually a committee on finance forthe town, to consist of three (3) members.

 

     (b) Powers and duties. The committee on finance, or a majority of the membersthereof, shall annually audit the town treasurer's report. A majority of the membersof the finance committee are hereby authorized and empowered to hire money whenneeded, for the use of the town, and to repay the same or any other claim for loanupon the town, and the notes and other obligations given for the hire of money asaforesaid shall be signed by the town treasurer and countersigned by the town clerk, under such provisions as now are or may be hereafter made by the town for themaking and issuing of notes or other obligations by the town treasurer in the name of the town.

Sec. 7-1- Budget Committee

 

(a)   There shall be a budget committee consisting of three (3) members appointed by the Town Council for a term of three (3) years. The terms of the members shall be staggered, so that no more than one member's term shall expire in a calendar year. The initial appointments to the budget committee shall be for the terms of one (1), two (2) and three (3) years, and thereafter for terms of three years for each member. The budget committee shall serve as an Advisory Board to the Town Council.

 

(b)  The budget committee shall:

(1)   Review the Town's financial statements on a quarterly basis, including, but not limited to the receipt of revenues and appropriations of funds.

(2)   Report to the Town Council on a quarterly basis on the Town's financial status.

(3)   Perform any other review of the Town's finances as may be assigned to the budget committee from time to time by the Town Council.

           Chapter 18-STREETS AND SIDEWALKS, Article I. In General

            Sec. 18-7 Drainage of water into any street is generally prohibited. (1st reading)

 

(a)   No person or business shall pump or allow water to drain in any manner whatsoever, directly, or indirectly, onto any street or road within the town from any source, that would in any manner create a hazardous condition or cause damage to a public way or sidewalk, except in emergency situations where the Town of Warren DPW Director or designee shall be advised and give consent prior to any discharge activities commencing.

 

(b)  Natural drainage from driveways and lawns is specifically exempt from the requirements of this section.

 

(c)   Violations and penalties.

 

(1) Any person or business that has been found to violate the provisions of this section   by the Town of Warren DPW Director shall first be warned in writing and given thirty       

            (30) days to correct the violation. If the violation is not corrected within thirty (30)

            days of the date the notice of violation is sent, the person or business shall be fined a

            sum not [to] exceed one hundred dollars ($100.00) for each day of the violation.

 

(2) Any person or business fined under the provisions of this article shall have the right to appeal the finding of violation within fifteen (15) days of service of the notice

              thereof. Such appeals shall be taken to the Warren Municipal Court.

   CHAPTER 4-BUILDINGS AND BUILDING REGULATIONS*

            Article VI. Housing Code, Division 4-Affordable Housing Advisory Committee

            Sec.4-158-Affordable Housing Advisory Committee. (1st Reading)

 

(a)   There shall be an Affordable Housing Advisory Committee consisting of five (5) members appointed by the Town Council for a term of two (2) years.  The Affordable Housing Advisory Committee shall serve as an advisory board to the Town Council.

(b)   The Affordable Housing Advisory Committee shall:

(1)   Review the Town’s Comprehensive Plan on an as needed basis and recommend amendments to the Town Council to achieve the goal that ten (10%) percent of Warren’s housing stock shall be affordable as defined by Rhode Island Housing.

(2)   Advise the Town Council on ways and means to make housing affordable to Warren residents.

(3)   Identify suitable properties for development as affordable housing and make recommendations to the Town Council regarding suitable development thereof.

(4)   Perform any other review regarding affordable housing as may be assigned to the Affordable Housing Advisory Committee from time-to-time by the Town Council.
