Chapter 12, -Motor Vehicles and Traffic, Article III, Stopping Standing and Parking, Sec. 12-57. – Storing, etc., vehicle in the street. (2nd reading)
No person owning, possessing, or having the care of any vehicle of any description shall store or permit the same to remain unemployed and out of use unused and unattended in any street or part of a highway except temporarily in case of emergency.
If any such vehicle is on a town street or public highway, 48-hour notice to remove the vehicle shall be placed on the vehicle by the police: provided, however, that if such vehicle constitutes a present hazard or unduly obstructs traffic ingress to or egress from private or public property, the vehicle may be removed by the police without any prior notice.

Chapter 7 FINANCE AND TAXATION
Article I. In General (1st reading)
Sec. 7-1. - Committee on finance
(a) Election; composition. There shall be elected annually a committee on finance for the town, to consist of three (3) members.
(b) Powers and duties. The committee on finance, or a majority of the members thereof, shall annually audit the town treasurer's report. A majority of the members of the finance committee are hereby authorized and empowered to hire money when needed, for the use of the town, and to repay the same or any other claim for loan upon the town, and the notes and other obligations given for the hire of money as aforesaid shall be signed by the town treasurer and countersigned by the town clerk, under such provisions as now are or may be hereafter made by the town for the making and issuing of notes or other obligations by the town treasurer in the name of the town.
Sec. 7-1- Budget Committee
(a) There shall be a budget committee consisting of three (3) members appointed by the Town Council for a term of three (3) years. The terms of the members shall be staggered, so that no more than one member's term shall expire in a calendar year. The initial appointments to the budget committee shall be for the terms of one (1), two (2) and three (3) years, and thereafter for terms of three years for each member. The budget committee shall serve as an Advisory Board to the Town Council.
(b) The budget committee shall:
(1) Review the Town's financial statements on a quarterly basis, including, but not limited to the receipt of revenues and appropriations of funds.
(2) Report to the Town Council on a quarterly basis on the Town's financial status.
(3) Perform any other review of the Town's finances as may be assigned to the budget committee from time to time by the Town Council.
