Initial Budget Hearing

 

 

The Town Council shall schedule a public hearing no later than January 15 for the

purpose of discussing and soliciting comments from the residents relating to the

general goals and objectives of the budget for the next fiscal year, prior to the

preparation and presentation of a proposed budget by the Town Manager. Matters for

discussion and consideration may include, without limitation, any increase or decrease

in taxes, proposed new projects, contractual obligations, and other items affecting the

budget. Notice of the hearing shall be published no less than ten (10) calendar days prior to the hearing.

            Discussion and action regarding the following:

 

·         Enforcement of parking bans during snow emergencies. (Councilman Hanley)

 

Sec. 12-9. - Removal of vehicles interfering with snow removal.

(a)It is hereby declared to be in the public welfare, interest and safety that in order to ensure the delivery of food and fuel and to enable fire apparatus to reach all areas of the town, it is necessary that during and after a snow storm all public highways in the town be made passable.

 

(b)In order to facilitate the plowing of such highways, it may be necessary for the director of public works to remove vehicles interfering with the plowing of such highways.

 

(c)In such event, the director of public works and his authorized representatives are hereby authorized to remove or cause to be removed any motor vehicle interfering with the plowing of such highways.

 

(d)The cost, if any, of so removing any vehicle shall be assessed against the owner of such vehicle.

·         Snow removal policies regarding sidewalks. (Vice President Cronin)

 

Sec. 18-8. - Snow and ice generally.

(a)Every owner, occupant or other person having the care of any building or lot of land on any street or highway in the compact part of the town where there is a sidewalk made or established shall during the first six (6) hours of daylight after the ceasing to fall of snow, cause the snow to be removed from such sidewalk. Any person violating the provisions of this section shall be punished in accordance with section 1-8 for each day after the expiration of such six (6) hours that the snow shall remain on such sidewalk.

(b)The provisions of subsection (a) shall also apply to snow falling from any building.

(c)No person, including the owner or occupant of any lands or premises abutting or bordering upon any street or highway, shall place, deposit, throw or shovel any snow or ice into or upon that portion of any such street or highway which has been cleaned, plowed or shoveled of snow or ice by the town or by any governmental agency or authority at any time after said street or highway has been cleaned or plowed as aforesaid. Any person violating the provisions of this subsection shall be punished in accordance with section 1-8 of this Code.(d)No owner or occupant of any lands or premises abutting or bordering upon any street or highway shall cause, allow or permit any person to do or perform any of said conduct prohibited by subsection

(c) of this section. Any person violating the provisions of this subsection shall be punished in accordance with section 1-8 of this Code.

Sec. 18-9. - Removal of ice from sidewalks.           

Every owner, occupant and person having the care of any building or lot of land on any street or highway in the compact part of the town shall cause the sidewalk adjoining such building or lot of land whenever the same shall be encumbered with ice to be made safe and convenient by removing the ice therefrom or by covering the same with sand or other suitable substance. Every person violating the provisions of this section shall be punished in accordance with section 1-8 for every day that such sidewalk shall continue unsafe or inconvenient by reason of such ice remaining thereon.

Sec. 1-8. - General penalty; continuing violations.            

(a)Except as otherwise expressly provided in this Code or limited or specially prescribed by state statute, whenever in this Code or in any other ordinance or resolution of the town or in any rule, regulation or order promulgated by any officer or agency of the town under authority duly vested in him or it [if] any act is prohibited or is made or declared to be unlawful or an offense or a misdemeanor, or the doing of any act is required or the failure to do any act is declared to be unlawful or an offense or a misdemeanor, where no specific penalty is provided therefor, the violation of any such provision of this Code or any other ordinance or resolution of the town or such rule, regulation or order shall be punished by a fine not exceeding five hundred dollars ($500.00) or imprisonment for a term not exceeding thirty (30) days and/or restitution in cases involving property damage or personal injury in an amount up to twenty-five hundred dollars ($2,500.00) and/or voluntary community service for the town for not more than ten (10) days for any one (1) offense.(b)Except where otherwise provided, every day any violation of this Code or any other ordinance or resolution of the town or such rule, regulation or order shall continue shall constitute a separate offense.

2.      Discussion and action on a five (5) year extension of the current Operation and Maintenance Agreement for the Town of Warren Wastewater Treatment Plant, between the Town of Warren, RI and H2O Innovation Operation & Maintenance, LLC of Gulfport, MS. 

 

3.      Discussion and action regarding the request for qualifications (RFQ) for professional Wastewater Engineering Services for the Economic Development Grant (EDA).

 

4.      Discussion and action regarding repairs/replacement of a chlorine tank at the Wastewater Treatment Facility.
