Chapter 10-Harbors and Vessels, Article V. - Town Docks,
Sec. 10-70. - Use of the town docks. (2nd Reading)
(a)The commercial town dock was constructed to provide slips for berthing, and a loading area for commercial fishermen. Preference will be given to low- or moderate-income commercial fishermen as defined by the United States Department of Housing and Urban Development Standards, for the assignment of slips to commercial fishermen.
(b)In order to apply for a slip at the commercial town dock, an applicant's primary source of income for the three (3) previous calendar years must be derived from commercial fishing activity, and [such applicant] must be free of any felony convictions, and convictions for any fisheries violations.
Applicants must have an active Rhode Island Commercial Fishing license, a current vessel declaration, and must be able to show thirty (30) landings in the previous calendar year.

(c) When any member is about to speak or to deliver any matter to the council, he shall respectfully address himself to "Mr. President," and the presiding officer shall recognize the member who shall first address him. When two (2) or more members address the president at the same time, the president shall name the member who is to speak first. A member shall not be interrupted while speaking except by a call to order. If called to order the member shall immediately cease speaking, unless permitted by the council to proceed, which shall be determined upon motion without debate. No member shall speak more than once on the same question until the other members who have not spoken shall speak if they so desire.
(d) No motion shall be debated until it is seconded. A motion may be withdrawn by the mover at any time before a vote is taken on the motion.
