The meeting was called to order by President Gosselin at 7:34 p.m.
Members Present: Councilman Licciardi, Councilman Messier, Councilwoman Williamson, Council Vice President D’Amico, Council President Gosselin

The Town Council Clerk declared a quorum for the record.
1. Discussion regarding actions and planning pertaining to addressing COVID-19 Virus and the impact on town operations.
Town Manager Zmyslinki reported that the first Executive Order from the Governor’s office was on March 16. This was amended on March 23 to ratify the Declaration of Emergency extending it to April 30 and changing the maximum gathering of people to five. Two Emergency Management orders were reported including access to elderly housing and (as of 3/31) all playgrounds and youth centers will be closing. All Executive Orders of the Governor are still in place. There is restricted access to Town Hall as of March 17. The building is closed to the public. Employees are working and items can be dropped off in the vestibule. The workforce has been staggered. The yard at DPW will be open to accept drop-offs. Bulk pick-up has been suspended.
2. Resolution for Agenda & Minutes Management System – (sponsored by Council President Gosselin) – Hereby considers the bid award to Clerk Base, 2220 Plainfield Pike, Cranston, RI 02921 in the amount of $15,545 per year, not to increase for a contract period of three years

6. Finance Director’s Report: The Finance Director will review the expense and revenue reports as of February 29, 2020 for the Town’s General Fund and Civic Center Enterprise Fund.
Finance Director Benoit gave an overview of expenses and revenue as of February 29, 2020.

10. National Grid & Verizon – The Town Council hereby considers National Grid & Verizon relocating Penta Street - Pole 1.
Councilwoman Williamson moved the item, seconded by Councilman Messier.
11. Subscription to Police DTS (Police Detail Tracking Systems Dba System Works, LLC) – Hereby considers the Police Departments Subscriptions to Police DTS to more effectively and efficiently manage employee personal time accruals, scheduling, payroll, vendor billing, and assignment of overtime and special details. The FY 2020 Subscription cost will be at no cost promotion. Any costs for setup will be absorbed in the FY2020 Police Budget. FY2021 subscription cost of $6,384.00 would be funded through adjustment in the Administrative fee charge to vendors ordering special details after 7/1/2020 and the department’s supplies and expenses account- (sponsored by Council President Gosselin)

12. Town Council hereby considers the Police Department to enter into a MOA with RIDOT to accept a grant (up to $60,000) to purchase and outfit a Police Interceptor Utility Vehicle dedicated for DUI Enforcement Patrols. (sponsored by Council President Gosselin)

14. Discussion/Action:
A. Discussion regarding the upcoming Financial Town Meeting – (Town Manager)
Town Manager Zmyslinski reported that, due to Covid-19, the Governor has issued a number of Executive Orders trying to slow the virus. Many of these could have effects on the public and businesses and social gathering restrictions. There are various alternatives, but all would require General Assembly approval, Governor’s orders or other action. The League of Cities and Towns is looking to the Governor’s Office for how to proceed. One option would be that the Town Council would be able to pass the budget. If there is no budget passed, the Town would use the prior year budget until the new budget could be put in place but this could affect cash flow for the Town. Looking for clarity from the Governor’s office.
B. The former Villa Restaurant located at Cowesett Ave. is physically being torn down. It has been confirmed by our Town Planner that O’Reilly’s Auto Parts is one of the two retail stores set to go in. As of right now the other is yet to be determined. (sponsored by Councilman Licciardi)
Councilman Licciardi reported that there are two retail stores going in at this location. One is O’Reilly’s Auto Part. So far, there is no tenant in the second space.
C. Collective Bargaining Agreement Negotiations with Council 94, Local 2045
1. Town and Local 2045 have reached a tentative agreement by negotiation and approving of Memorandum of Understanding
2. Proposed finalized draft document which will become the Collective Bargaining Agreement is still being prepared by the parties
3. Upon completion of proposed finalized draft agreement and written approval of its acceptance by majority Local 2045 membership; Town Council can meet at Special Session to discuss and act upon same.
4. Should the Town Council approve the proposed finalized draft agreement by a majority of its members at the Special Session; ratification of the Collective Bargaining Agreement can be completed
No action taken.

Councilman Messier made a motion to adjourn, seconded by Councilwoman Williamson. The meeting adjourned at 8:56 p.m.
