TOWN COUNCIL MEETING

MINUTES
The meeting was called to order by Council President Gosselin at 7:03 p.m.
Members Present: Councilman Licciardi, Councilman Messier, Councilwoman Williamson, Council Vice President D’Amico, Council President Gosselin
Members Absent: None
Others Present: Town Manager Ernie Zmyslinski, Town Solicitor Tim Williamson, Finance Director Kristen Benoit, Colonel Mark Knott, Fire Chief/EMA Director Jeff Varone, DPW Director Don Ouellette
The Town Council Clerk declared a quorum for the record.
1. Discussion regarding actions and planning pertaining to addressing COVID -19 Virus and the impact on town operations.
Town Manager Zmyslinski reported that there is daily monitoring of Covid-19 with the Governor’s office, the League of Cities and Towns and the State. The Town Hall remains closed to the public but is operating well. Councilman Licciardi asked about waiving interest and fees on tax payment that are late. Finance Director Benoit explained that while the Town is doing well now it is because payments are coming in. Fees have been waived until 5/31/2020. This can be re-assessed at we get closer to this date. This item will be put on the 5/5/2020 Town Council agenda for review.
2. TOWN COUNCIL ACTING AS SEWER COMMISSION
A. Bid Award – Contract Extension for Emergency Generator preventative maintenance, testing, and repair services extension (Contract No. 2017-15) – (sponsored by Council President Gosselin) – recommendation of the Superintendent and the Sewer Subcommittee for the West Warwick Waste Water Treatment Facility that the Town Council President be authorized to approve a one year contract extension for Emergency Generator Preventative Maintenance, testing, and Repair Services Extension (Contract No. 2017-15) to Generator’s M.D. (Coventry, R.I.)

B. Bid Award – Solids Handling Facility Upgrades – (sponsored by Council President Gosselin) Recommendation by the Superintendent of Sewers and James J. Geremia & Associates, Inc. to award the bid for Solids Handling Facility Upgrades (Contract No. 2020-4) to Hart Engineering Corp. of Cumberland, R.I. in the amount of $764,000.00.

Council Vice President D’Amico moved the item, seconded by Councilwoman Williamson.
President Gosselin thanked all those who worked on this contract. Councilwoman Williamson thanked everyone involved in the process. Town Manager Zmyslinski acknowledged that while there were some disagreements along the way, all were able to work through it and come to an agreement.

7. Ordinance 2020-2-(first reading) (sponsored by Council President Gosselin) – An ordinance amending Article I, Section 12-4 Public Intoxication and Section 12-4.1 Consumption and Possession of Alcohol in Public of the Code of Ordinances of the Town of West Warwick.

10. Discussion/Action:
A. Discussion regarding the FY 2021 Budget: Workshop, Public Hearing and Messaging – (sponsored by Councilwoman Williamson)
Budget Workshops will be held on Tuesday, April 28, 2020 at 6 p.m. and Wednesday, April 29, 2020 at 6 p.m. These meetings will be video streamed live.
B. Fourth Supplemental Emergency Declaration - Declaration of State of Emergency Extension - (sponsored by Town Manager)
Executive Order 2020-1 was updated to 2020-4 continuing the current Emergency Order, which will now extend from May 1, 2020 through June 4, 2020. This will be on the May 5, 2020 Town Council agenda for an update.
C. Yard Waste - (sponsored by Council President Gosselin)
President Gosselin expressed concern about Yard Waste Clean-up being suspended without notification to residents. DPW Director Ouellette explained that DPW was not able to keep to the schedule due to staffing shortages and weather. They are picking up now and over the next two days. They will send out a Code Red informing residents of when pick will be in their area.
11. PUBLIC COMMENT:
1. Designated portion of Town Council’s open meeting for Citizens to address comments to the Town Council relating to matters affecting the public business. (RIGL 42 -46-2 (3) and RIGL 42-46-2 (6)).
2. Comments will only be addressed to the Town Council who will take them under advisement.
3. When addressing the Town Council, please state your name and address; please conduct yourself in an orderly and respectful fashion. The comments of citizens accessing this portion of our meeting are neither adopted nor endorsed by this body, but heard as requested.
4. Members of the Town Council, being the duly elected public body as identified in RIGL 42-46-2 (3) have no obligation to respond to the Public’s Comments.
President Gosselin informed that there will be signs around Town recognizing the graduating students of the Class of 2020.
12. ADJOURN
Councilman Messier made a motion to adjourn, seconded by Councilwoman Williamson. The meeting adjourned at 8:55 p.m.
