The meeting called to order by Town Council President Gosselin at 7:45 p.m.

Interim Town Manager, Mark Knott, began by adding the Town Hall is operating by appointment only. Bringing back all the employees after the New Year with safety enhancements and moving employees around to other offices for better spacing. There are (4) four positive cases and (4) in quarantine (1) DPW, couple scheduled to come back tomorrow. Police Dept. has couple of positive cases (1) quarantine in Fire Dept. (1) positive case & (1) one quarantine and the Sewer Dept. is full staff. Interim Town Manager stated he hopes all employees stay healthy and take safe precautious during the Holidays. Buying ppe and cleaning supplies and bringing in maintenance to decon certain areas on a schedule. Council President Gosselin would like to command Chief Varone for a great job during the pandemic.
Any matter on this portion of the agenda may be acted upon by way of topic discussion and action by the Town Council with a vote on the record to approve, amend, deny or table the agenda item.
Executive Order 2020-14 shall take effect on Tuesday, December 15, 2020 and shall remain in full force with the Town Council’s approval and shall continue in effect and automatically renew every seven (7) days, until Tuesday, January 19, 2021, unless discontinued earlier by either the Town Manager or Town Council.

Town Solicitor stated that all conditions had been met from the workshop last week and also the legal document outline for the vehicles to access the gangway. The gangway goes with the building not the lot and can not be built on. (refer to zoom for more detailed info. On this item)

An ordinance amending Chapter 4 Animals and Fowl Sections 4-11 Definitions and 4-21 Maximum number of dogs and cats permitted per residence; Exception; Penalty of the Code of Ordinances of the Town of West Warwick.

The Finance Director, Kristen Benoit, presented the monthly report for the November 2020.
Current year tax collections total $35,283,311.29 which is 54.08% of the budgeted for current year taxes.
Prior year tax collections total $473,108,.36 which equal to 31.54% of the budgeted amount.
The revenues are at 45.32%, which was slightly higher than expected 41.67%
Expenditures are trending under budget at 35.60%. This is 6.07% below the expected 41.67%
Civic Center is in a surplus position as of 11/30/2020. It has expended $160,352.07 and has generated $281,073.91 in revenue.
General fund is also in a surplus position as of 11/30/2020. A great deal of surplus is elated to vacant position in DPW, Personnel and some clerical positions. Continued vacancies lead to less projects being completed and less spending. As of the end of November, vacancies have been filled in DPW and Personnel, therefore we expect expenses to increase in salaries and projects costs as additional work being performed.
Auditors from Blum Shapiro began field work on the FY2020 audit on October 5th. The Town operating surplus for fiscal year end June 30, 2020 is expected to be approximately $2 million dollars.

The Interim Town Manager, Mark Knott, stated the Datto S4-E6 Business Continuity Device is a safe, reliable back-up system with both internal and off-site capabilities. The purchase of hardware and shipping will be made through the IT vendor, RCC, and will be funded from the Police – Communications account #1200-5451 in the amount of $2914.30 & Police Supplies & Expenses account # 1200-5300 in the amount of $2000.00 Total Expenditure is $4914.30.

a. Historical Society Building Addition Update - (sponsored by Councilman Licciardi)
Councilman Licciardi stated this a monthly update on the Historical Society to be presented to the Town Council.
Jerry Tellier, 136 Burglaming Rd. stated since the last meeting the:
1. The whole structure is framed
2. Handicap bathroom is framed
3. All the windows are in
4. Doors are on backed order
5. Roof completed
6. the shingling of the building is completed
7. After doors are in the front ramp and rear exits are completed that will complete phase one.
Everything going well. Starting to get quotes for phase two which is rough electrical, plumbing,
insolation and plastering. Have enough money to complete this so far but not enough money to finish the work.
