MINUTES
The meeting was called to order by President Gosselin at 7:10 p.m.
Council Vice President D'Amico led the body in prayer.
Councilman Messier led the body in the Pledge of Allegiance.

The Town Clerk declared a quorum for the record.
1. Ordinance 2020-2 – (first reading) (sponsored by Council President Gosselin) – An ordinance amending Article I, Section 12-4 Public Intoxication and Section 12-4.1 Consumption and Possession of Alcohol in Public of the Code of Ordinances of the Town of West Warwick.

5. Cancellation of Taxes - (Tax Assessor) - A Resolution for the following cancellation of taxes from the Tax Roll Title 44-7-14 for the following: Tangible & Real Estate in the amount $21,875.63
Council Vice President D'Amico moved the item, seconded by Councilwoman Williamson. The motion passed.
6. Resolution authorizing the purchase of a New 2020 Ford 550 4x4 Super Duty Life Line Type 1-AD, Class 1 Emergency Medical Vehicle. The Town has joined the Houston - Galveston Area Council (HGAC) Cooperative Purchasing Program. New rescue vehicle to be purchased from Specialty Vehicles, Inc. in the amount of $279, 577.00, a new Life Pack 15 from Stryker Medical in the amount of $28,557.60 and a new power stretcher from Stryker Medical for $19,955.98, new mobile radio for the rescue from Tactical Communications in the amount for $10,209.75, and a new laptop computer from Dell Marketing in the amount $2,749.63., for an amount not to exceed $341,048.96. The funding for this purchase will be through a four - year lease agreement. The lease will be paid from the Rescue Equipment Expense Account - 1.804.00.8040.5800. Councilwoman Williamson made a motion to table this item, seconded by Council Vice President D'Amico. The motion passed.
7. Claim(s)
A. Robert Gesualdi – 227 Legris Ave. – Town tree fell on shed – (previously tabled) – The Department of Public Works recommends to the Town Council that the claim for shed damage in the amount of $780.00 from Inex Building be paid. Other quotes were in the amounts of $820.00 from MC Renovations Inc. and $850.00 from A.D.M. Construction.
Councilman Messier made a motion to take the item off the table, seconded by Council Vice President D’Amico.
Councilwoman Williamson moved the item, seconded by Councilman Messier. The motion passed.
B. Crystal Rosa - 19 Lowell St, - Pothole claim on Phenix Ave. – (previously tabled) – The Department of Public Works has reviewed the Rosa claim. The claim was not recorded in the allotted time for a pot hole claim which is seven (7) business days. The Department of Public Works recommends that this claim not be paid in the amount asking. The 3 quotes were as follows: Tire Warehouse $313.32, Town Fair Tire $342.16, BMW of Warwick $343.46.
Council Vice President D’Amico made a motion to take the item off the table, seconded by Councilman Messier.

8. Resignation from the West Warwick Zoning Board of Review.
A. Jeffrey Hunt
Council Vice President D'Amico moved to accept the resignation of Jeffrey Hunt, seconded by Councilman
Messier.
President Gosselin noted that Mr. Hunt moved to Coventry and is unable to continue to serve. The motion passed.
9. Discussion/Action:
A. Surveillance Cameras – Update – (sponsored by Town Manager)Town Manager Zmyslinski gave an update on the installation of external surveillance cameras that will be placed at the front and back entrances of the Town Hall. A resolution will be presented at the next Town Council meeting.

Councilman Messier made a motion to table this item, seconded by Council Vice President D'Amico. The motion passed.
C. Update on Factory Street playground cost, itemized review of the costs associated with the Factory Street Playground totaling $145,600.00 - (sponsored by Council President Gosselin)
Town Planner Mark Carruolo explained the financial breakdown of the Factory Street Playground project.
D. Names of individuals who are interested in participating on the Charter Review Committee – (sponsored by Council President Gosselin)
President Gosselin explained that Charter Review is done once every ten years and the Town Council members are seeking names for appointments. The process for appointments is the same as for all West Warwick Boards and Commissions.
E. Election update April 28, 2020, Presidential Preferences Primary – (Sponsored by Council President Gosselin)
Town Clerk Marianne Kelly informed that the last day to register to vote or to disaffiliate for the April 28,
2020 Presidential Preference Primary is Sunday, March 29, 2020.
F. Discussion regarding Curbside Textile Recycling and the Town of West Warwick Contract. (To discuss payments made to the Town of West Warwick and Non-Profit Organizations) (sponsored by Councilman Messier)
Marjorie Muller and Melanie Flomand, representatives from Curbside Textile Recycling, explained that
there are checks ready to be sent to the Town once the contract is signed. The contract was held up due to internal organizational problems but these have been resolved and the Town Council can approve the contract.
G. The feasibility of the Town of West Warwick's entrance into the State of Rhode Island Municipal Employees Retirement System "Pension Plan (MERS) (sponsored by Councilwoman Williamson)
Town Manager Zmyslinski gave an update: As of today communication from the State’s actuary is that they are in the process of finalizing the data which will be reviewed on the state and local level and should be completed shortly.

Council Vice President D’Amico made a motion to close the 2-4-2020 Executive Session minutes, seconded by Councilwoman Williamson. The motion passed.
11. PUBLIC COMMENT:
1. Designated portion of Town Council’s open meeting for Citizens to address comments to the Town Council relating to matters affecting the public business. (RIGL 42-46-2 (3) and RIGL 42-46-2 (6)).
2. Comments will only be addressed to the Town Council who will take them under advisement.
3. When addressing the Town Council, please state your name and address; please conduct yourself in an orderly and respectful fashion. The comments of citizens accessing this portion of our meeting are neither adopted nor endorsed by this body, but heard as requested.
4. Members of the Town Council, being the duly elected public body as identified in RIGL 42-46-2 (3) have no obligation to respond to the Public’s Comments.
Resident Tom Oates requested the Town WiFi guest password. This will be posted. Mr. Oates also expressed concern with the lack of response from DPW regarding his father’s need for recycle bins and trash cans. When the bins arrived the workers drove over the lawn and ripped up the lawn.
Resident Chris Boucher expressed concern about the Public Drunkenness ordinance being repealed, which takes away the Town’s right to address public drunkenness.
Don Mariani questioned the Curbside Recycling Bid because he is no longer on the bid and the bid requires someone with experience.
Resident John Read questioned the report given by Town Planner Mark Carruolo regarding the Factory Street Playground.
Resident Alan Palazzo asked about ADA compliance of the Factory Street Playground. He also informed that the flooding on New London Avenue is happening again and needs to be addressed.
Resident Derek Read requested that the Town Council put the Town Planner Carruolo under oath and question him about missing information regarding the Factory Street Playground. He requested to see the signed contract.
DPW Director Don Ouelette explained that the Town owns half of New London Avenue and Warwick owns the other half. The agreement with Warwick was that West Warwick would take care of this road and Warwick would take care of the Quaker Lane overlap. He confirmed that West Warwick is responsible for remedying the water problem on New London Avenue.
Resident Derek Read spoke again regarding Town Manager Zmyslinski’s emails.

Council Vice President D'Amico made a motion to adjourn, seconded by Councilwoman Williamson. The motion passed.
