The meeting was called to order by President Gosselin at 7:13 p.m.

The Town Council Clerk declared a quorum for the record.

1. Ordinance 2020-1 - (second reading) (sponsored by Council Vice President John D'Amico) - An ordinance amending Appendix C Traffic Ordinances of the Code of Ordinance of the Town of West Warwick.

Councilman Messier made a motion to hear the following events separately, seconded by Council Vice President D’Amico. The vote was unanimous.

Councilman Licciardi made a motion to table Rooming House-Michael Nolan dba Plaza Apartments-81 Brookside Avenue, seconded by Councilman Vice President D’Amico. The vote was unanimous.
Councilman Licciardi moved the Garden Brothers Circus, seconded by Councilman Messier. The motion passed. Two no votes-Councilman Messier and Council Vice President D'Amico.
Councilman Licciardi moved the Brawl For It All, seconded by Councilman Messier. The motion passed. One no vote-Councilman Licciardi.
Councilwoman Williamson made a motion to table 'Recycling Event-WW Recycling and Curbside Textile Recycling’, seconded by Council Vice President D'Amico. Councilman Messier recused himself from this vote. The motion passed.
Resident and business owner John Read requested that his business license renewal be corrected to Read Landscape Construction Inc. Council Vice President made a motion to amend this item, seconded by Councilman Licciardi. Councilman Messier recused himself from the vote. The motion passed.
Council Vice President D'Amico made a motion to approve the remaining licenses as amended, seconded by Councilman Licciardi. Councilman Messier recused himself from this vote. The motion passed.
3. Resolution approving the Hourly Pay Rate of Part – Time Police Dispatchers – (sponsored by Council President Gosselin) – Part-Time non-union police dispatchers shall earn 95% of the current rate full-time union police dispatchers earn as agreed upon and spelled out in the collective bargaining agreement between the Town and RI Council 94, AFSCME, AFL- CIO, as amended.
Council Vice President D'Amico moved the item, seconded by Councilman Messier. The motion passed.
4. Resolution approving the Salary of Probationary Police Officers – (sponsored by Council President Gosselin) An update to the salary (weekly pay) of Probationary Police Officers (non-union), effective July 1, 2020. Last update was on 3/2/1999 by resolution 99-64.
Council Vice President D'Amico moved the item, seconded by Councilman Messier. The vote was unanimous.
5. Resolution approving the RIRRC Project Grant Award – (sponsored by President Gosselin) – Purchase of two (2) plastic lockable lid systems, six yard rear loader with side doors, and fifty four (54) Pepsi blue 95 gallon carts. The purchase will be made through the Solid Waste/Recycling Coordinator and initially be funded from the DPW supplies and expenses, For the sum not to exceed $6,649.00. Receipts and project reports will be given to RI Resource Recovery Corporation (RIRRC) for a 50% reimbursement of approved project cost.
Council Vice President D'Amico moved the item, seconded by Councilman Messier. The vote was unanimous.

Council Vice President D'Amico moved the item, seconded by Councilman Messier. The vote was unanimous.
7. Claim(s)
A. Robert Gesualdi – 227 Legris Ave. – Town tree fell on shed – (previously tabled) Council Vice President moved to take this item off the table, seconded Councilwoman Williamson The vote was unanimous.
B. Crystal Rosa - 19 Lowell St, - Pothole claim on Phenix Ave.
Councilwoman Williamson made a motion to table these two items, seconded by Council Vice President D’Amico. The vote was unanimous.
8. Finance Director’s Report: The Finance Director will review the expense and revenue reports as of December 31, 2019 for the Town’s General Fund and Civic Center Enterprise Fund. The audit for the fiscal year ending June 30, 2019 will be discussed. The Finance Director will respond to questions of the Town Council and Town Manager.

9. Directors Reports: The Directors listed below will provide an overview of the activities within their departments during second quarter of the fiscal year and possibly calendar year 2019. These presentations may include but are not limited to the following: updates on budgetary performances, projects, programs, activities and upcoming items of interest within their departments. Directors will respond to questions from Council Members and the Town Manager.

10. Discussion/Action:
A. Discussion regarding Charter Review Committee 2020 to go over the Town Charter questions for the election ballot. (sponsored by Council President Gosselin)
B. Narcan distribution program the WWFD will be initiating – (sponsored by Councilwoman Williamson)
C. The feasibility of the Town of West Warwick’s entrance into the State of Rhode Island Municipal Employees Retirement System “Pension Plan (MERS)”

12. PUBLIC COMMENT:
1. Designated portion of Town Council’s open meeting for Citizens to address comments to the Town Council relating to matters affecting the public business. (RIGL 42-46-2 (3) and RIGL 42- 46-2 (6)).
2. Comments will only be addressed to the Town Council who will take them under advisement.
3. When addressing the Town Council, please state your name and address; please conduct yourself in an orderly and respectful fashion. The comments of citizens accessing this portion of our meeting are neither adopted nor endorsed by this body, but heard as requested.
4. Members of the Town Council, being the duly elected public body as identified in RIGL 42-46-2 (3) have no obligation to respond to the Public’s Comments.

Council Vice President D’Amico made a motion to adjourn, seconded by Councilwoman Williamson. The vote was unanimous.
