The meeting was called to order by Council President Gosselin at 7:05 p.m.

The Town Council Clerk declared a quorum for the record.

 

D.         Discussion/Action/Vote of Town Council

 

Any matter on this portion of the agenda may be acted upon by way of topic discussion and action by the Town Council with a vote on the record to approve, amend, deny or table the agenda item.

 

1.   Discussion regarding actions and planning pertaining to addressing COVID-19 and the impact on town operations.

   

A.     Town Manager update:  Video

·       On June 30, 2020 the State of RI went into Phase 3 of reopening with stricter changes than were initially anticipated including: indoor gatherings increased to 25 (not 50-75), outdoor gatherings increased to 50 (not 75 to 150).

·       Governor Raimondo instituted travel requirements for people coming into RI from high risk states (5% or more). They would be required to quarantine for 14 days or have a test done within 72 hours.

·       National statistics are alarming with record highs coming in daily. West Warwick will renew Emergency Declaration with Executive Order 2020-6 extending the order to August

·       Held first Municipal Court last week. It went well. Probate will start to meet in person as needed. Zoom meetings remain the current norm.

·       Ordered plexiglass barriers

·       Civic Center and ice rink are open under strict guidelines which are being enforced. Recreation fields being scheduled once the guidance comes out. The Town Hall remains closed to the public but staff is working.

Councilwoman Williamson noted changes that needed to be made on the June 16, 2020 Public Hearing and the June 22, 2020 Special Town Council meeting minutes.

 

Councilwoman Williamson made a motion to accept the minutes, as amended, seconded by Council Vice President D’Amico.

12. Discussion and ratification of the Executive Order 2020-6 of the Town Manager, amending Executive Order 2020-1, a Declaration of a State of Emergency dated May 29, 2020, to extend the State of Emergency in the Town of West Warwick until Thursday, August 6, 2020. Video

13. Discussion/Action

A.   The Police Department is seeking permission to proceed with a proposal to develop a storage area on land adjacent to Legion Way that partially sits on land owned by the Town, the State and the American Legion Post 2.  The proposal was tabled in September 2019 due to the delay in receiving permission from RIDOT to use the land.  Written authorization is expected within a week.  The projected cost for the project is approximately $36,000 as estimated by our Building Official, Robert Assalone.  The project will be funded by residual FY2017 Capital Reserve ($46K available). B.   Pawtuxet Valley Preservation and Historical Society’s construction of an addition to the former Crompton Library Building.  The discussion will include and is not limited to:  a project status update, funding and both a determination of the process to begin the project and the Town of West Warwick’s role.   Video

Gerry Tellier, Chairman of the Pawtuxet Valley Preservation and Historical Society, gave an overview of the project and requested that they be able to move forward with this project. Another meeting with Gerry, Town Solicitor Williamson, Councilman Licciardi to further discuss this project and lay out a time table

14. PUBLIC COMMENT: Video

 

Designated portion of Town Council’s open meeting for Citizens to address comments to the Town Council relating to matters affecting the public business. (RIGL 42-46-2 (3) and RIGL 42-46-2 (6)).

 

Comments will only be addressed to the Town Council who will take them under advisement.

 

When addressing the Town Council, please state your name and address; please conduct yourself in an orderly and respectful fashion. The comments of citizens accessing this portion of our meeting are neither adopted nor endorsed by this body but heard as requested.

 

Members of the Town Council, being the duly elected public body as identified in RIGL 42-46-2 (3) have no obligation to respond to the Public’s Comments.

                      

Councilman Licciardi requested that Prayer and the Pledge of Allegiance be put on future agendas.
