The meeting was called to order by Council President Gosselin at 7:05 p.m.

The Town Council Clerk declared a quorum for the record.
Any matter on this portion of the agenda may be acted upon by way of topic discussion and action by the Town Council with a vote on the record to approve, amend, deny or table the agenda item.
· On June 30, 2020 the State of RI went into Phase 3 of reopening with stricter changes than were initially anticipated including: indoor gatherings increased to 25 (not 50-75), outdoor gatherings increased to 50 (not 75 to 150).
· Governor Raimondo instituted travel requirements for people coming into RI from high risk states (5% or more). They would be required to quarantine for 14 days or have a test done within 72 hours.
· National statistics are alarming with record highs coming in daily. West Warwick will renew Emergency Declaration with Executive Order 2020-6 extending the order to August
· Held first Municipal Court last week. It went well. Probate will start to meet in person as needed. Zoom meetings remain the current norm.
· Ordered plexiglass barriers
· Civic Center and ice rink are open under strict guidelines which are being enforced. Recreation fields being scheduled once the guidance comes out. The Town Hall remains closed to the public but staff is working.

A. The Police Department is seeking permission to proceed with a proposal to develop a storage area on land adjacent to Legion Way that partially sits on land owned by the Town, the State and the American Legion Post 2. The proposal was tabled in September 2019 due to the delay in receiving permission from RIDOT to use the land. Written authorization is expected within a week. The projected cost for the project is approximately $36,000 as estimated by our Building Official, Robert Assalone. The project will be funded by residual FY2017 Capital Reserve ($46K available).

B. Pawtuxet Valley Preservation and Historical Society’s construction of an addition to the former Crompton Library Building. The discussion will include and is not limited to: a project status update, funding and both a determination of the process to begin the project and the Town of West Warwick’s role. 
Gerry Tellier, Chairman of the Pawtuxet Valley Preservation and Historical Society, gave an overview of the project and requested that they be able to move forward with this project. Another meeting with Gerry, Town Solicitor Williamson, Councilman Licciardi to further discuss this project and lay out a time table
