A.         Meeting called to Order by the Town Council Video

 

 The meeting was called to order by President Gosselin at 7:06 p.m.

 

B.         Pledge of Allegiance led by Councilman Licciardi Video

 

Councilman Licciardi led the Pledge of Allegiance.

 

C.         Prayer led by Council Vice President D’Amico Video

 

Council Vice President D’Amico said prayer.

The Town Council Clerk declared a quorum for the record.

 

F.         Discussion/Action/Vote of Town Council.

Any matter on this portion of the agenda may be acted upon by way of topic discussion and action by the Town Council with a vote on the record to approve, amend, deny or table the agenda item.

 

G.        Discussion regarding actions and planning pertaining to addressing COVID-19 Virus and the impact on town operations. Video

 

Town Manager Zmyslinski discussed the re-opening guidelines for playgrounds including signage, social distancing, a hand sanitation station and wearing masks when in close contact to others. Sanitizing equipment presents a challenge.

 

Councilman Messier asked about the bike path behind the Manor. Town Manager Zmyslinski noted that the bike path is in good shape with some overgrowth. Will address with DPW Director Don Ouellette.

Council Vice President D’Amico made a motion to table, seconded by Councilman Licciardi. The vote was unanimous.

K.         Ordinance 2020 -10 -(first reading) (sponsored by Council President Gosselin) – Video

An ordinance amending ‘Chapter 18 Taxation, Article I in general” of the Code of Ordinance for the Town of West Warwick by adding thereto “Section 18-16 Adjustment of Exemptions upon revaluation”.

L.         Ordinance 2020-11- (first reading) (sponsored by Council President Gosselin) –

An ordinance authorizing a budget amendment which will move funds to salary lines for raises that occurred as a result of Collective Bargaining that occurred after the budget was adopted.

 

Council Vice President D’Amico made a motion to move the item, seconded by Councilman Messier.

 

Attorney Al DiFiore stated that this ordinance fell short of the format required for an ordinance and requires two reading before passage.

 

No action taken.

M.        Resolution requesting that the Town Council impose a tax, Video

or for the expenditure of money hereby order the apportionment and collection of a tax on a ratable real estate and tangible personal property

 

Council Vice President D’Amico made a motion to move the item, seconded by Councilman Messier.

N.         APPOINTMENT TO THE SEWER USE TAX BOARD OF REVIEW Video

 

     RESOLVED, that the Town Council of the Town of West Warwick hereby appoints the following individual to serve as a member of the Sewer Use Tax Board of Review for a three (3) year term:

 

David Gaipo

580 Wakefield Street

 

Council Vice President D’Amico made a motion to move the item, seconded by Councilman Licciardi.

 

Councilman Messier moved the name of David Gaipo, seconded by Councilman Licciardi.

O.        RE-APPOINTMENTS TO THE PLANNING BOARD: Video

 

     RESOLVED, that the Town Council of the Town of West Warwick hereby re-appoints the following individuals to serve as members of the Planning Board for five (5) year terms:

10 Fernwood Drive

 

Joe Garcia, Alternate Member

100 East Greenwich Avenue

 

Jessica Rubery, Alternate Member

951B Main Street

 

Council Vice President D’Amico made a motion to move the item, seconded by Councilwoman Williamson.

 

Council Vice President D’Amico moved the names of Felix M. Appolonia, Joe Garcia and Jessica Rubery, seconded by Councilman Licciardi.

Councilman Licciardi recused himself explaining that there is a proposed development going on across the street from his home and he has come in front of the Planning Board as an abutter. Councilman Licciardi indicated that he does not want to vote on any Planning Board issues until he receives answers from the Ethics Commission.

 

The motion passed.

 

P.         UPCOMING APPOINTMENTS: Video

 

      1.  Sewer Use Tax Board of Review: two (2) vacancies with terms to expire in 2023 and 2024

 

      2.  Pension Committee: three (3) vacancies with terms to expire in 2022, 2023 and 2024

Councilwoman Williamson asked to revisit Item N.

 

Q.        DISCUSSION/ACTION: Video

 

1.   West Warwick Fire Department seeks to use the Rhode Island Association of Fire Chiefs (RIAFC) written examinations scores to validate candidates for the position of probationary firefighter.  (Sponsored by Council President Gosselin).

R.         PUBLIC COMMENT: Video

 

Designated portion of Town Council’s open meeting for Citizens to address comments to the Town Council relating to matters affecting the public business. (RIGL 42-46-2 (3) and RIGL 42-46-2 (6)).

 

Comments will only be addressed to the Town Council who will take them under advisement.

 

When addressing the Town Council, please state your name and address; please conduct yourself in an orderly and respectful fashion. The comments of citizens accessing this portion of our meeting are neither adopted nor endorsed by this body but heard as requested.

 

Members of the Town Council, being the duly elected public body as identified in RIGL 42-46-2 (3) have no obligation to respond to the public’s Comments.

                       

Council President Gosselin informed that Town Manager Zmyslinski’s contract is up in October and a meeting will be scheduled for a follow-up performance evaluation.       

 

Council President Gosselin canceled the August 4, 2020 Town Council meeting. He also informed Chief Varone that Citizens Club, PIC and the Holy Ghost will be contacting him for guidance as they schedule Labor Day activities.
