MINUTES

The meeting was called to order by Council President Gosselin at 7:12 p.m.

The Town Council Clerk declared a quorum for the record
with a vote on the record to approve, amend, deny or table the agenda item.

a. Councilwoman Williamson made a motion to amend the agenda to include approving a license for a parade that is to be held on Saturday, June 6, 2020 at 2 p.m. to celebrate the Class of 2020, seconded by Councilman Messier.

b. Town Manager Zmyslinski reported that on June 1, 2020 the Governor issued guidelines for re-opening RI with a directive that, prior to opening, plans must be prepared and implemented, and include safety precautions, social distancing, masks and disinfecting schedules. Presently working on policies for when the Town Hall re-opens. Offices are being fitted with plexiglass. Barriers between employees will be put up as needed. Each building of Town Hall will have a plan for re-opening with some opening sooner than others. On May 28, 2020 guidance was issued for the re-opening of youth recreation leagues and the Town will be reviewing the guidelines to determine the best way to re-open facilities and fields. Hoping to get 75-100% reimbursement for needed for Covid-19 expenses. Employees have been given, and are expected to wear, face masks. A deep cleaning fogging machine has been ordered.
c. Chief Varone reported that there has been $350,000 in expense submissions Town-wide, with approximately $80,000 in expenses from the fire department. Looking at reimbursement programs to assist in applying for reimbursement of Covid-19 expenses.
d. Colonel Knott reported that they are fully staffed except people out with Covid-19 related illness or needing to quarantine and that expenses from the police department are around $7,000 of which most has been for overtime to fill openings and maintenance.
e. Town Manager Zmyslinski gave an update on the current rioting and looting in the State and declared a curfew from 10 p.m. until 6 a.m. and will draw up an Executive Order. Colonel Knott will put out a Code Red notification.

Chief Varone thanked Derek Read and Read Landscaping for working around the Town Hall.
Resident Derek Read, from Read Landscaping, thanked Chief Varone for showing his appreciation for the work that Read Landscaping did for the Town.
