TOWN COUNCIL MEETING

The meeting was called to order by Council President Gosselin at 7:40 p.m.

The Town Council Clerk declared a quorum for the record

with a vote on the record to approve, amend, deny or table the agenda item.

Town Manager Zmyslinski reported that the State is moving into Phase II of re-opening Rhode Island and the Governor’s Executive Order allows for outside dining if businesses comply with all Town and DBR regulations. The next step is indoor dining at 50% capacity. Local private clubs would be included. To date, three applications have been filed in West Warwick for outdoor dining and are in the process of approval by the Fire and Building departments. Playgrounds remain closed. The Town has ascertained that it cannot operate an effective recreation program given the guidelines that would need to be followed. Protocols that would need to be followed made it clear that West Warwick, and many other RI towns, are not in a position to hold summer camp this year. Chief Varone and Chief Knott reported that have adequate PPE supplies at this time.

B. Timing and Logistics regarding third Public Hearing, Financial Town Meeting and All Day Referendum-(sponsored by Councilwoman Williamson)
FY21 Public Hearings and the FY21 Financial Town Meeting will be held virtually. The all day FY21 Budget Referendum will be held at the Civic Center. The next FY21 Public Hearing will be on June 16, 2020 at 6 p.m. The budget will then be presented to the Town Council on June 22, 2020 at 6 p.m. for approval at a Special meeting. Dates for the FTM and Budget Referendum to be determined.
C. Executive Order 2020-5 dated May 18, 2020. The Fifth Supplemental Emergency Declaration: Temporarily allowing expanded outside dining at restaurants in the Town of West Warwick (sponsored by Town Manager Zmyslinski).

Town Manager Zmyslinski explained that Executive Order 2020-5 allows for the use of an establishment with an inside liquor license to be used on the outside by diners.

1. Designated portion of Town Council’s open meeting for Citizens to address comments to the Town Council relating to matters affecting the public business. (RIGL 42-46-2 (3) and RIGL 42-46-2 (6)).
2. Comments will only be addressed to the Town Council who will take them under advisement.
3. When addressing the Town Council, please state your name and address; please conduct yourself in an orderly and respectful fashion. The comments of citizens accessing this portion of our meeting are neither adopted nor endorsed by this body but heard as requested.
4. Members of the Town Council, being the duly elected public body as identified in RIGL 42-46-2 (3) have no obligation to respond to the Public’s Comments.
· Resident Derek Read asked if the playgrounds are being worked on by the contractor and if repairs will be made before reopening. Town Manager Zmyslinski explained that the Town has retained a licensed landscape architect, Gifford and Associates, to determine what needs to be done and develop a plan landscape work with Governor’s Commission. The Town has, also, retained an engineering firm to do survey work, which will be necessary for Riverpoint Park and Factory Street playgrounds.
· Resident Alan Palazzo asked when an update on Med Recyclers would be available. Vice President D’Amico has a report that will be issued next week.

Councilman Messier made a motion to adjourn, seconded by Councilwoman Williamson. The vote was unanimous.
