F.         Discussion regarding actions and planning pertaining to addressing COVID-19 Virus and the impact on town operations. Video

 

Acting Town Manager Knott reported:

        An extension of the current Executive Order for the Town and a report of Covid related expenses will be on the 11/17/2020 Town Council agenda.

        Internal exposure has increased which is affecting operations and staffing.

        Covid safety guidelines were put out by Chief Varone to all department heads in March. People need to be reminded that the numbers of positive cases are increasing and that the rules and guidelines must continue to be followed.

1.   Resolution authorizing the transfer of Town property to the Arctic Village Redevelopment Video

Agency for the purposed sale in support of the Newberry Place Condominium Development located within the Arctic Village Redevelopment District.

11. DISCUSSION/ACTION

 

a.   Update from Town Solicitor Williamson on the Factory Street Playground – (Sponsored by   Councilwoman Williamson). Video

 

Councilwoman Williamson noted that this project has been going on for a long time and that Town Solicitor Williamson has gathered a tremendous amount of information. She recommends hiring a project manager who is not a town employee to investigate.

 

 

Town Solicitor Williamson gave an overview of the information gathered and reported that the two volumes of information will be available to the public.

 

b.   Use of State Master Pricing Agreement (MPA) and issuing RFP/RFQ to establish various relationships in effort to provide means to accomplish outstanding projects Playground – (Sponsored by   Councilwoman Williamson). Video

 

Councilwoman Williamson expressed the need for a back-up mechanism to get Town projects done. The State has a Master Pricing Agreement (MPA 2402-site improvements) that West Warwick can use. Also, using the MPA, the Town would not have to go through the RFP process. Projects can be prioritized and taken care of when DPW is short staffed or behind on projects.

13. PUBLIC COMMENT: Video

 

Designated portion of Town Council’s open meeting for Citizens to address comments to the Town Council relating to matters affecting the public business. (RIGL 42-46-2 (3) and RIGL 42-46-2 (6)).

 

Comments will only be addressed to the Town Council who will take them under advisement.

 

When addressing the Town Council, please state your name and address; please conduct yourself in an orderly and respectful fashion. The comments of citizens accessing this portion of our meeting are neither adopted nor endorsed by this body but heard as requested.

 

Members of the Town Council, being the duly elected public body as identified in RIGL 42-46-2 (3) have no obligation to respond to the Public’s Comments.

 

Councilman Licciardi asked if DPW would be open for residents to dump off yard waste. He has received calls from residents whose yard waste is not being picked up by Mega. DPW Director

Ouellette informed that the yard will be open on Thursday

 

Cc Derek Read asked if the soil at Riverpoint was tested. Don reported that it did not need to be tested and was being used as fill.
