MINUTES

The meeting was called to order by President Gosselin at 8:04 p.m.

Councilman Licciardi led the body in the Pledge of Allegiance.

Council Vice President D’Amico led the body in prayer

The Town Council Clerk declared a quorum for the record.
Others Present: Acting Town Manager Knott, Fire Chief Varone, Finance Director Kristen Benoit, Town Solicitor Williamson,

Acting Town Manager Knott reported that, for the second continuous week, Town employees and operations are being affected by the Covid virus.
Councilman Licciardi and Councilwoman Williamson voiced concerns about a community event being held at the Civic Center on January 2, 2021. This event received State and Town approval in January 2020-before Covid was a concern. Council Vice President D’Amico agreed and reiterated that when it was approved there was no Covid.
Any matter on this portion of the agenda may be acted upon by way of topic discussion and action by the Town Council with a vote on the record to approve, amend, deny or table the agenda item.

for the purposed sale in support of the Newberry Place Condominium Development located within the Arctic Village Redevelopment District.
Councilwoman Williamson moved to take the item off the table seconded by Council Vice President D’Amico. The vote was unanimous

RESOLUTION that the West Warwick Town Council call on the Governor to indicate specific metrics at which point there will be no need to extend further the emergency declaration originally declared in March 2020,
FURTHER RESOLVING that the West Warwick Town Council calls on the General Assembly to re-convene before the end of November, 2020 and take responsibility for their constitutional and statutory authority as is their duty, given their oaths of office, to the people of the State of Rhode Island

Executive Order 2020-13 shall take effect on Tuesday, November 17, 2020, and shall remain in full force with the Town Council’s approval and shall continue in effect and automatically renew every seven (7) days, until Tuesday, December 15, 2020, unless discontinued earlier by either the Acting Town Manager or Town Council.

Designated portion of Town Council’s open meeting for Citizens to address comments to the Town Council relating to matters affecting the public business. (RIGL 42-46-2 (3) and RIGL 42- 46-2 (6)).
Comments will only be addressed to the Town Council who will take them under advisement.
When addressing the Town Council, please state your name and address; please conduct yourself in an orderly and respectful fashion. The comments of citizens accessing this portion of the meeting are neither adopted nor endorsed by this body but heard as requested.
Members of the Town Council, being the duly elected public body as identified in RIGL 42-46-2 (3) have no obligation to respond to the Public’s Comments.
Council President Gosselin wished everyone a Happy Thanksgiving.
