The meeting was called to order by President Gosselin at 7:17 p.m.

The Town Council Clerk declared a quorum for the record.

Any matter on this portion of the agenda may be acted upon by way of topic discussion and action by the Town Council with a vote on the record to approve, amend, deny or table the agenda item.
President Gosselin asked attendees to please use the ‘Raise Your Hand’ option to address the Town Council with questions.

· Town Manager Zmyslinski reported that five thermal image face camera scanners were received. Two are in the Town Hall, one at the ice rink, one at the Civic Center and a spare. These scanners take one’s temperature and identify if it is above 100.4 degrees. These machines also identify if someone is not wearing a mask.
· Waiting for construction of a tempered glass barrier for the Assessors’ office. This will be the last barrier necessary in the Town Hall.
· New regulations affecting the ice rink and civic center have come out indicating that team games can continue to be played and Laurie Swanson will map out a plan for parents to safely come in and watch events.

Approval of minutes of the August 18, 2020, Town Council, August 25, 2020, Executive Session, and August 26, 2020, Special Town Council Meeting.
Council Vice President D’Amico moved the item, seconded by Councilman Licciardi.
Councilwoman Williamson requested the following be amended: August 18, 2020 minutes: omit items K, L and M; remove duplicate wording in item R; under Public Comment the Executive Session was not continued-it was rescheduled.
Councilwoman Williamson moved to approve the item, as amended, seconded by Council Vice President D’Amico.

Councilwoman asked for clarification of item 17 and pending State approval. Laurie Swanson explained that this is a small event. They are following the guidelines for Phase 3 of the State re-opening. No more than 100 people will be in the building at any one time. All PPE will be observed.

An ordinance amending Appendix C Traffic Ordinances of the Code of Ordinances of the Town of West Warwick to include:
· ‘No Parking’ sign on the south side of Pulaski St. from intersection with Manchester St. to intersection with Main St.
· ‘No Parking’ sign to corner from north side of Woodside Ave from 3 Woodside Ave. and Main St.

1. Discussion and ratification of Executive Order 2020-11 of the Town Manager, amending Executive Order
2020-1, a declaration of State of Emergency dated September 15, 2020, to extend the state of Emergency in the Town of West Warwick until October 20, 2020 (sponsored by Town Manager).
Town Manager Zmyslinski explained that this is the standard extension that is required every 30 days paralleling the governor’s state of emergency.

2. Discussion regarding maintenance and general upkeep of the Gazebo. (sponsored by Councilwoman Williamson) 
Councilwoman Williamson expressed concerns about trash at the Gazebo. There is a food provider that gives out food which results in food and beverage containers being thrown into over full trash containers. Chief Knott has made arrangements with MEGA to pick up trash twice per week through the Fall.

1. Sewer Use Tax Board of Review: one (1) vacancy with terms to expire in 2024
2. Pension Committee: three (3) vacancies with terms to expire in 2022, 2023 and 2024
3. Zoning Board of Review: two (2) vacancies with terms to expire in 2025
4. Pawtuxet River Authority: one (1) vacancy with a term to expire 2023

Designated portion of Town Council’s open meeting for Citizens to address comments to the Town Council relating to matters affecting the public business. (RIGL 42-46-2 (3) and RIGL 42-46-2 (6)).
Comments will only be addressed to the Town Council who will take them under advisement.
When addressing the Town Council, please state your name and address; please conduct yourself in an orderly and respectful fashion. The comments of citizens accessing this portion of our meeting are neither adopted nor endorsed by this body but heard as requested.
Members of the Town Council, being the duly elected public body as identified in RIGL 42-46-2 (3) have no obligation to respond to the Public’s Comments.
Resident Derek Read asked for an update on the Factory Street Playground. Town Solicitor gave an update and hopes to give a report to the Town Council at an upcoming Town Council meeting. This item will be on the October 6, 2020 Town Council agenda.
Brian Muoio asked that the Town recognize the need to preserve the environment and not impact the Pawtuxet River, He asked who authorized dumping because it did not stop in December but continued into February. DPW Director Ouellette reported that he is working with the DEM to clean up the Pawtuxet River.

Councilman Messier made a motion to adjourn, seconded by Councilwoman Williamson. The vote was unanimous.
