Also present: Town Solicitor Timothy Williamson, Town Solicitor Al Di Fiore, Town Manager Mark Knott, Police Chief Ernest Lavigne, Fire Chief Jeffrey Varone, human Resources Director Sherri Fournier, Public Works Director Donald Ouellette, and Deputy Town Clerk Paula lannitelli.
01 Discussion and approval of the final proof of the Charter required Code of Ordinance update,·prepared by Municode and legal counsel
Town Solicitor Al Difiore is requesting the Town Council to approve the proof of the Code of Ordinances that he has worked on with the Attorney that was appointed by Municode to supervise the update and working with the Town Clerk, Sarah Rapose. If the proof is approved, then the Town Solicitor, Al Difiore, will notify the Municode attorney, and the digital and hard copy final product will be prepared. Once that is completed then a first and second reading will be presented for the completion and updated Code of Ordinances for adoption by the Town Council.
Motion made by Council Vice President Williamson to approve the proof that was presented, seconded by Councilman Messier, and approved by a voice vote.
02 First reading of Ordinance amending the Town Pension Plan, Accepting the Provisions of RI General Laws 42-21.5-2 et seq., and approving memoranda of agreement and proposed amended consent Judgments
Town Manager Knott stated he sent out a revised ordinance with a silent (slight?) change which is adding the departments to beginning of the ordinance.
Councilman Bourget stated there is another revision item number 3 stating there are exhibits A and B. and stated there was nothing attached. Town Manager Knott stated that the attachments will be the MOA's and Consent Judgements passed by the various groups and one of the consent judgements from 2014.
Motion made by Council Vice President Williamson to approve as amended, seconded by
Councilman Messier, and approved by a voice vote.

03 Discussion and approval of the Sale of Surplus Vehicles on GovDeals
Town Manager reported the Items being sold on Govdeals is working very well and stated there are three more items to be sold. Quarterly reports will be issued to the Town Council.
Motion made by Councilman Messier, seconded by Council Vice President Williamson, and approved by a voice vote.
04 Discussion/Action relative to the resignation of Stephen Lawton from the West Warwick School Committee
Council President would like to thank Stephen for his services and working with the School Dept. in filing this position publicize the opening and a deadline with August 27, 2021, for the applications
Motion made by Councilman Messier, seconded by Council Vice President Williamson, and approved by a voice vote.
05 Discussion/Action of Town Hall Flag Poles as requested by President Gosselin
Council President Gosselin stated he had a few people contacting him regarding 911 flag and ethnicities flag raising in town. Council President stated there are two beautiful flag poles right here in font of town hall and the flag poles are hidden by two big trees. Council President stated he would like to remove the two trees and reactivate the two poles and have it cleanup it would be a great place in the center of West Warwick for those type of ceremonies.
06 Discussion/Action of Honor Guard donation for Labor Day Parade as requested by President Gosselin
Chief Lavigne stated it cost $1,000 for the honor guard. Chief Lavigne stated that it would be fine the honor guard will donate their time.
07 Discussion/Action of Charter Review Committee Follow Up as requested by President Gosselin
Mr. Flynn Charter Review Chair reached out to Council President Gosselin asking if there are further action from the charter review committee. Council President Gosselin stated there is more work to be done with wording etc.
Note: Comments during Public Forum will only be heard and not acted upon by the Town Council. Section 42-46-6 of the Open Meetings Act, and Department of the Attorney General Advisory Opinions relevant to this item on any public body meeting agenda specifically prohibits the Town Council from discussing, considering, or acting on any topic, statement or question presented. The Town Council may, if warranted, refer such matters to an appropriate committee, to another body or official, or post the matter for consideration at a properly noticed, future meeting.
