01        Resolution Declaring November 27, 2021, as Small Business Saturday Video

 

Motion made by Councilman Bourget, Seconded by Council Messier and approved by a voice vote.

 

02        Resolution Establishing a Recreation Committee as an Advisory Committee for the West Warwick Town Council Video

 

Mark Knott, Town Manager stated he had minor additions to add to the resolution and can work with the Deputy and Town Clerk to make changes if the Town Council Agrees to the changes. The first change would be at the second Whereas to add Parks and Recreation Department. The second change would be to remove the word Council. Section 4 there was discussion regarding three- year term or have staggered terms. Section 5 after the word quorum add a sentence regarding the committees will have to write their own by-laws. And removing the word council and leaving it as town.

 

Councilman Licciardi stated that the Civic Center should have their own board and be separate from Parks and Recreation.

 

Motion to table to the next council meeting made by Council Vice President Williamson, seconded by Councilman Messier, and approved by a voice vote.

01        October 2021 Monthly Finance Report Video

 

Kristen Benoit, Finance Director, reported the current year total $36,348,663.62 which is 54.55% of the budget for the current year taxes. Prior year tax collections total $246,353.76 which is equal to 16.42% of the budgeted amount. This line was adjusted by $362,699.66 for the 60day rule and accrued back to FY 2021.

 

Revenues are art 45.12% which is higher than expected 33.33%.

 

Expenditures are trending under budget at 27.54%. This is 5.80% below the expected 33.33%.

 

Civic Center has current operating expenditures of $126,413.22 and operating revenues of $268,993.30.

 

Auditors completed field work and on track for a timely release of the financial statements at the end of December.

Bank Balance as of 11/10/2021 is $25,143,144.17.

 

 

02        Resolution Authorizing Select Full and Part-Time Non-Union Employees of the Town of West Warwick to Receive a Salary Increase in FY2022 and Alteration of the Administrative Employee Personal Time Off Policy Video

 

Motion made by Council Vice President Williamson, seconded by Councilman Messier for approval 02 Personal Time off.

03        Resolution Authorizing the Payment of Covid Operational/Essential Worker Pay for Municipal Employees from American Rescue Plan Funds Video

 

              Motion to move the resolution made by Council Vice President Williamson, seconded by Councilman Messier for discussion.

 

Town Manager stated essential worker pay or Covid essential worker pay that has been discuss when the pandemic first came out the first responder and the former Town Manager discuss to implement something like this. This would be broken up between two calendar years employees that have been during the first phase calendar 2020 and then employees that have been here in 2021. The proposed tier First Responders would receive $1250.00 that worked the most hours and are in higher risk and will received it twice once in calendar year of 2020 and 2021 prorated of date of hire. Second tier for Municipal Workers would receive $750.00 prorated date of services. Third tier that is a disturbed services that some staff worked from home and rotating shifts 79% of hours worked in that calendar year.

07        Announcement of Flag Raising Ceremony at Monument on Corner of Bridal Avenue and Legris Avenue on November 27, 2021, at 9:30 A.M.

 

Richard Schierschmidt Past President of the West Warwick Veterans Council is inviting the Council to the Flag Ceremony.

 

05        (Discussion/Action) Concerns Brought Forth by Constituents in Ward Three about Dumping of Fill at 113 Brookside Avenue Video

 

Councilman Messier stated there is no updated information on this matter. Town Manager stated that he has been speaking with the Building Official regarding ordinances and spoke with the property owner is willing to work with the town and wants to comply with any ordinances. Property owner Richard Banks stated he has a letter from DEM any there is no violations. Councilman Licciardi would like on the record that an accusation was made between Councilman Licciardi and his brother n law regarding 113 Brookside Ave. and it is not an open violation. Paul Petrozzi from a Valley Fuel stated he was not accusing anyone of anything he stated he found it troubling that a Councilman and a Zoning Board Member was discussing the matter.

Council President Gosselin stated that Fred Gill, DPW Director spoke with Shawn and stated that this is not Town Property. No action

M.        Public Forum Video

 

A. Palazzo, of 5 Robin – update on River Point Park. Town Manager stated he is reaching out to DEM to see what they have in their files that show what action was taken and also check our files to see if it matches.

 

Last Thursday was Veterans Day. In the Town of West Warwick, the Veterans Exemptions up to $1,000 on evaluation the law authorizes the Town of West Warwick up to $10, 000 in the evaluation. Have the Town Council to look at this matter? Also, look at the Senior Exempts.

 

A. Palazzo stated the late penalty 12% for late payment on taxes the Town Council should revisit this matter.

 

J. Read asked Councilman Bourget where he is in the volumes and Councilman reported he has finished the first one so far.

 

Council President stated the Phenix Tree Lighting is on Thanksgiving night and Arctic Tree lighting is the Monday after Thanksgiving at 5:00 p.m.

 

R. Palmery would like to place a dog park in West Warwick on the next Council agenda. Council President stated it should be place on the Parks and Recreation Meeting on December 13,.
