MOTION made by M. Williamson, second by J. Messier for approval of the Consent Agenda. All Ayes
MOTION made by M. Williamson, second by M. Bourget to move NB06 up for immediate consideration. All Ayes
Brian Muoio was in attendance on behalf of Forever Green. He suggests that future bids need to have more detail. His company was more expensive then TruGreen but offers a better product.
Discussion ensues relative to the bid process.
MOTION made by M. Williamson, second by J. Messier for authorization to award bid for fertilization services at Riverpoint Park to TruGreen in the amount of $14,499.00. All Ayes

MOTION made by M. Williamson, second by J. Messier for approval of request from PVD Pizza West Warwick LLC dba PVD Pizza for a Class BV Liquor License.
V. Monteiro and K. Rosenberg, owners of PVD Pizza were in attendance.

MOTION made by M. Williamson, second by J. Messier for approval of request from Mega Providence Street dba the Lounge by Smokeland for a Class BV Liquor License. All Ayes

MOTION made by M. Williamson, second by J. Messier for approval of request from the Portuguese Instructional Recreational for Amplifier/Loudspeaker License for event to be held on May 28, 2022 at 918 Main Street contingent to police, fire, and parking approval.
M. Lander, treasurer for the Portuguese Instructional Recreational, states that the band will be inside the building.
B. Soccia, owner of Messi Café, has concerns with the parking.
D. Cipristine, 919 Main Street, is an abutter to the property. She shares her concerns with noise.

A. Difiore explains that Council’s responsibility is only to appoint the Planning and Zoning Boards. He educates the body on the functions of the Planning Board and Zoning Board.
Discussion ensues relative to Council’s involvement with the Planning and Zoning Board.

MOTION made by M. Williamson, second by J. Messier for adoption of FY2023 Budget to be presents to the voting public on May 19, 2022. All Ayes

K. Benoit presents the March finance report to the body.

MOTION made by M. Williamson, second by J. Messier for adoption of the FY2023 Civic Center Enterprise Fund Budget in the amount of $675,661. All Ayes

M. Bourget asked for this to be put on the agenda to bring awareness. He feels it is unconstitutional.
MOTION made by M. Bourget, second by J.to oppose Senate Bill S2552 – An Act Relating to Health and Safely – Immunization Against Covid-19 in it’s present form; and authorize the Town Clerk do draft a letter stating same.

J. Licciardi states that the Easter Egg hunt was a successful event. He estimates over 350 kids attended. He thanks David Gosselin, Mark Bourget, Mark and Nicole Knott, Chief Lavigne and his daughter, and his wife and daughters for their help with the event.
A. Palazzo, 5 Robin Lane, shares his concerns with house bill H7632 and wants the Council to support it. He suggests a tax exemption for people who are less than 100% disabled. He shares his concerns with the town having a lack of enforcement procedures. He shares his concerns with property evaluations.
D. Read, of 62 Andrew’s Avenue, his property value went up $135,000. He asks what are the requirements of a minor subdivision.
