Attorney Butera provides the Council with the way the guidelines for the spending of ARPA funds has changed. He suggests different options for spending funds, and the annual requirement to report the use of funds. 
J. Licciardi asks if they can use the money to fund positions that focus on public health until 2026?
Attorney Butera confirms. He also notes that you can use the funds to hire a consultant.
Vincent Marzullo suggests that the RI League of Cities and Towns may have a consultant? This may minimize the cost.
M. Knott is looking for guidance on prioritizing the use of funds. His goal is to prioritize spending that will positively affect the majority of citizens. Recreation is an ideal category. He reviewed potential cyber security improvements. He explained that they have used funds for covid related healthcare costs and essential worker pay. They have used funds for a Police Navigator clinician. He suggests partnering with the State relative to affordable housing initiatives. They can use funds for Sewer Infrastructure, economic development, and hospitality and tourism. He would like to use funds for the water wells at River Point Park, the Town Hall front entrance, and an accessible chair or elevator at Town Hall. For the Department of Public Works, he suggests using fund for town wide sidewalk repair and vehicles. For the Fire Department, he suggests using funds towards the purchase of the replacement of the ladder truck. He also suggests fire station enhancement. The Police Department is in need of new radios. He suggests the possibility of a new public safety complex. He notes the need for the replacement of the fire alarm system at the library.
M. Bourget suggests a dog park at Flat Top Park.
J. Caldwell notes the need for bleachers at various parks.
Beth Friedman with West Warwick Soccer Association asks the Council to fix the soccer fields.
M. Knott lists the Civic Center needs. They need new basketball backboards, updates to the parking lot, bleachers, an ice making system, and interior paint. He is looking for discussion in an effort to prioritize these items.
M. Bourget notes that the pick up and drop off at Greenbush School needs to be addressed. He would like to see an engineer come up with a new plan. It is a safety hazard.
M. Williamson states that the traffic safety committee is currently looking into it.
M. Bourget suggests they partner with the school.

Barbara Tabak, of the Arctic Village Association states that the gazebo in Arctic needs painting and electrical work.
Derek Read feels that the Town Hall stairs, ramp, and elevator are an absolute must. He suggests the Town look into purchasing the Post Office next to the Fire Department. He notes that the landscaping in front of Town Hall needs attention. He suggests several improvements to Town fields. He was able to get J&J Materials to donate $9,000 for a new LED scoreboard.
Barbara and Stan Tabak also donated three LED scoreboards.
M. Knott will continue to present expenditures via resolutions.
