01 Legal Counsel Report and Discussion Regarding 2022 Legislation Governing Accessory Family Dwelling Units 
A. Difiore shares his concerns with the new legislation. He is not asking the Council to take any action on this item. He just wants to make the Council aware. He is reaching out to other Town Solicitor’s to see how other municipalities are handling this new legislation.
02 Discussion of Ice Rink Scheduling, Usage, and Payment Procedures 
J. Licciardi explains to the body why he asked for this agenda item. Discussion ensues relative to an ice time agreement between the Saints and the Knights.
No action was taken.
03 Consideration of approving Town property to be used for a Matthew Dennison Memorial at the West Warwick Ice Rink
M. Bourget would like the Council to vote on this item.
Discussion ensues.

11 Authorization to Transfer Funds to the West Warwick Library from ARPA Funds
MOTION made by M. Williamson, second by M. Bourget for authorization to transfer funds to the West Warwick Library from ARPA Funds in the amount of $43,897.00. All Ayes
MOTION made by M. Williamson, second by M. Bourget to approve the resolution with the caveat that the Town manager makes sure the proper procedures were followed in obtaining the bid.

M. Williamson feels the Council should honor Matt Dennison. She is not trying to hold anything up.
Mark Dennison considers this Council his friends. He shares Matt’s story and his love for his community. He is honored that the Town wants to honor his son. He feels the Recreation Committee should spearhead the memorial.
Justin Lake, Vice President of the Matt Dennison Memorial Foundation asks everyone to remain respectful tonight.
A. Spodnik, 25 Carpenter Court, is happy that the drainage issue on her street has been fixed. The DPW did a magnificent job. She thanks Ronnie, the equipment operator. She questions the wording of New Business 03 and 04 and if the vote was legal.
T. Oates, 6 Colonial Way, asks for clarification about Council members having a quorum at Committee meetings.
A. Palazzo, 5 Robin Lane, gives kudos to the West Warwick Police Department for sharing information about the paving projects on social media. He asks about several road projects around town. He is concerned that the Town is developing a rat problem. He shares concerns with furniture on sidewalks. He asks for a tax break for the elderly.
Brian Muoio, 132 Rollingwood Drive, designed the Dennison memorial. He feels the Town needs better processes in place for approving these types of projects.
A. Palazzo shares his concerns with campaign signs.
P. Richards, 39 Gardiner Avenue, is a member of the Recreation Committee. They are an advisory committee. He explains their function.
D. Read, 62 Andrews Avenue, explains that there are minutes and recordings kept for the Recreation Committee. He asks the Town to give him a recorder.
