MOTION made by M. Williamson, seconded by J. Messier for first reading of Ordinance Amending Chapter 12 – Offenses – Miscellaneous, Article I, Section 10 – Smoking in Public Buildings, on Public Properties, and in Vehicles Owned by the Town.

K. Benoit, Finance Director, shares the August 2022 Finance Report.

It is determined that both public hearings on the budget will be held during the first week of April 2023 to avoid a public hearing during April vacation.

J. Messier explains that the residents of the West Warwick Manor have signed a petition asking for the removal of the benches. People tend to loiter and leave garbage.
Deb Richmond, of 62 Roberts Street, shares several negative experiences and crimes she has witnessed by the people that gather on the benches. They have had to call the police several times.
Karen Sankowicz, 62 Roberts Street, echoes Ms. Richmond’s concerns.
Jack Bridgeman, 62 Roberts Street, tells the Council that he has witnessed sexual acts taking place on the benches.
MOTION made by J. Messier, seconded by J. Licciardi for removal of the benches on the bike path behind the West Warwick Manor on Roberts Street. All Ayes

J. Caldwell, of DPW, offers suggestions of new locations for waste receptacles.

DEM requires that the property owner gains permission from the Town.
The property owner was in attendance. He explained to scope of the project.
MOTION made by J. Licciardi, second by J. Messier for approval of request from the property owner at 12 Orrin Street to build a dock adjacent to Matteson Pond; subject that the town is a named insured.

Councilman Licciardi explains that this event will be held on October 22nd at Maisie Quinn School.

MOTION by M. Williamson, seconded by J. Messier for approval of resolution authorizing the purchase of a 2022 Ford F-150 Pick-up Truck. All Ayes

N. Knott shares composting program next Tuesday September 27, 2022 from 6:30-7:30 at the Thomas Lamb facility.
P. Cotrell asks J. Caldwell for an update on Cardi’s and the berm in front of his house.
J. Caldwell hasn’t been given a date from Cardi’s. He offers to have the DPW do the work. He will reach out to P. Cotrell tomorrow.
