K. Benoit, Finance Director, read the following report:
Current year tax collections total $22,062,886.86 which is 33.48% of the budget for current year
taxes. We have collected one quarter, however quite a few taxpayers pay their entire tax bill
when they receive it. This skews the amount expected to be collected 3 months into the fiscal
year. This smooths out as further quarters are collected.
Prior year tax collections total $56,686.99 which is equal to 4.36% of the budgeted amount.
This line has been adjusted by $388,262.80 for the 60-day rule and accrued back to Fiscal Year
2023.
Overall, the revenues are at 30.02%, which is higher than the expected 25.00%. This is mainly
attributed to strong tax collections and higher than expected Building and Town Clerk revenues.
Expenditures are trending under budget at 22.41%. This is 2.59% below the expected 25.00%.
The Civic Center has current operating expenditures of $186,553.53 and operating revenues of
$137,745.34.
The bank balance as of 10/6/2023 is $9,279,968.36. I have moved an additional $6,000,000
into an interest-bearing sweep account with Citizens bank. We earned $16,592.73 in interest
income in September which was the first full month the funds were invested. We have also
earned $199,205.11 in interest on our ARPA funds invested at Centerville Bank.
Preparations for the FY 2023 Audit have commenced. The team will arrive in mid-October to
complete field work.

T. Oates, 6 Colonial Way, shares concerns with people parking on sidewalks. He asks about payment to board and commission members.
A. Palazzo, 5 Robin Lane, asks about a procedure for needle disposal. He asks about the re-opening of the gazebo. He asks about an ordinance for vagrancy. He asks about the senior tax exemption. He suggests a veteran’s affairs officer. There is a porta john at Riverpoint that has not been serviced in over a year. He suggests a pay increase for the crossing guards.
Dennis Quintal, of 153 Legris Ave, asks questions about voter ID.
Wendy Beaudreau, 34 Pawtuxet Terrace, shares concerns with an encampment cleanup effort along the river.
J. Read, 62 Andrews Avenue, shares concerns with Councilman Messier’s Crazy Christmas Wagon non-profit. He is going to be inquiring as to the financials.
