05 Discussion/Action – Kent County Water Authority Project on Cowesett Avenue – Additional Hours of Construction 
Manager Knott explains that KCWA has agreed to take additional action to rectify the Cowesett Avenue road project. They will be working additional hours.

06 Discussion/Action – Request for Stop Signs at the Intersection of Quaker Drive and Shady Hill Drive 
M. Dennison requested this item be placed on the agenda. He explained the need for a stop sign at the intersection of Quaker Drive and Shady Hill Drive. He also presented photos to the Council.
A. Difiore will draft an ordinance for the next Council meeting.
07 Discussion/Action – Request for “No Through Traffic” Ordinance for Campbell Street 
M. Dennison requested this item be placed on the agenda. He explained the need for a “No Through Traffic” sign on Campell Street.

08 Discussion/Action – Request for “No Camping on Public Property” Ordinance 
J. Licciardi requested this agenda item. He would like to discuss this option as a Council to address the homeless encampments around the town.
Discussion ensues about potential ordinances and enforcement.
A. Difiore will research what other municipalities are doing, and report to the Council by the next meeting.
09 Approval of Sale of Surplus Vehicles on GovDeals

10 School Building Committee Update 
Manager Knott reports that Tecton has been approved as the architect for the project. The next meeting will be held on June 5, 2024 at 4PM.
11. Consideration of Potential Charter Amendments 
Council discusses potential Charter Amendments. Potential Charter Amendments should be submitted prior to the next Council meeting for further discussion/action.

T. Oates, of 6 Colonial Way, notes that only 241 people voted in the All Day referendum. He agrees that Council should view potential changes in the budget process. He also shares concerns about the homeless encampments and the garbage that is generated.
J. Amaral, of 8 Lachance Street, states that his home has been repeatedly flooding during rain events. He feels that drainage issues in his area need to be addressed.
D. Legault, of 132 Pawtuxet Terrace, states that there is a drainage issue on Pawtuxet Terrace that results in flooding of his property.
C. Cioe, owner of Cowesett Pizza, shares concerns about how the road construction on Cowesett Avenue is effecting local businesses.
K. Usselman, 31 Laramee Street, would like to get involved in the Town. She would like to be appointed to a board or commission.
K. Reynolds, owner of 401 Storage, shares concerns with the road construction on Cowesett Avenue.
N. Pursche, of 112 Shady Hill Drive, shares concerns for her children’s safety. She is hopeful that the Council will pass an ordinance that will allow for a stop sign in her neighborhood.
J. Lacroix, of 892 Providence Street, states that the amount of garbage generated by a homeless encampment near his business requires DPW to clean it weekly with a loader.
