02 First Reading of an Ordinance Related to Camping on Public Property 
MOTION made by M. Williamson, seconded by M. Dennison for first reading of an Ordinance Related to Camping on Public Property.
J. Licciardi thinks this is a good starting point.
M. Williamson has some reluctance. She suggests a companion resolution supporting the unhoused. She also has concerns about the costs this resolution may create.
M. Dennison agrees. This is a step in the process. It gives some direction and makes the Town’s intentions known. It helps the taxpayer. He feels it needs to be passed.
M. Williamson would still like to see a solution for the unhoused. She would like to see a running total of costs to the Town.
Tom Oates, of 6 Colonial Way, states that the Council’s obligation is to the Tax Payer.
J. Read, 62 Andrews Avenue, states that this ordinance is about camping on public property, not the homeless.

MOTION made by M. Williamson, seconded by M. Dennison for approval of request from Timothy Sullivan for Appointment to the West Warwick Zoning Board of Review as a full member.
S. Rapose explains that Timothy Sullivan is currently an alternate member of the Zoning Board. He was unaware that he wouldn’t automatically become a full member of the Zoning Board when there was a vacancy. The Council had appointed a new member to the full time position in August.
Discussion ensues relating to the promotion process of the Zoning Board and political affiliations of the membership. Council decides to table this item until they can get more information.

01 October 2024 (FY25) Monthly Finance Report 
K. Benoit, Finance Director, reads the following report to the body:
Current year tax collections total $35,716,507.01 which is 54% of the budget for current year taxes. We have collected two quarters, however quite a few taxpayers pay their entire tax bill when they receive it. This skews the amount expected to be collected 4 months into the fiscal year. This smooths out as further quarters are collected. Prior year tax collections total $176,839.01 which is equal to 14% of the budgeted amount. This line has been adjusted by $206,334.06 for the 60-day rule and accrued back to Fiscal Year 2024. Overall, the revenues are at 41%, which is higher than the expected 33%. This is mainly attributed to strong tax collections and higher than expected Finance revenues. Expenditures are trending under budget at 28%. This is 5% below the expected 33%. This can be attributed to the timing certain line items have been paid, such as the school department transfer. Also, most of the operating departments are running on target or under budget. The Civic Center has current operating expenditures of $248,211.63 and operating revenues of $139,644.25. The bank balance as of 11/6/2024 is $ 19,556,228.83. We earned an additional $10,200.21 in interest on the $3,000,000 in the interest-bearing sweep account with Citizens bank for the month of October. We have also earned $381,664.23 in interest on our ARPA funds invested at Centerville Bank as of September 2024. The FY 2024 Audit has commenced. The auditors are coming in the week of 11/12/2024.

04 Placement of Two Additional Stop Signs at the Intersection of Quaker Drive and Shady Hill Drive 
Council discussion ensues relative to adding two additional stop signs at the intersection of Quaker Drive and Shady Hill Drive. It is determined that the Traffic Safety Commission will be asked for a recommendation.
05 Resolution Approving Change order to Bid Award 2025-1 to Beausoleil Bros. for the Crompton Playground (2024-88)

There was a question regarding the amended cost of the project. Manager Knott will look into this, and put it back on the next agenda.

07 School Building Committee Update 
M. Knott shares upcoming meeting dates. There is an upcoming meeting for community conversation on November 20th in the High School auditorium.
J. Licciardi asks Manager Knott to send out a code red about the meeting.
08 Encampment Response Team Update 
Chief Varone states that the response team has visited the encampments two times since the last Council meeting. He shares that there are 3 unhoused that are in treatment. There are now 36 unhoused at 10 different sites. Outreach is making progress.
09 Celebrating Small Business Saturday on November 30, 2024
