01     School Building Committee Update

 

Kate Turner was in attendance on behalf of Leftfield.  They have received Stage 2 approval and a memorandum of agreement from RIDE.  There will be a bid award for the Payan Street project on the March 10th agenda.   The goal is to have the Payan Street project ready for the school year in the Fall of 2026.  The target is to complete all projects by the Fall of 2027.

 

02     Resolution Awarding the Construction Manager at Risk Bid for the Maisie Quinn, High School, and Horgan School Building Projects

 

MOTION made by M. Williamson, seconded by J. Messier for approval of resolution Awarding the Construction Manager at Risk Bid for the Maisie Quinn, High School, and Horgan School Building Projects to Ahlborg Construction in the amount of $3,397,940.00.                     All Ayes

 

03     Discussion/Action – Potential Project Labor Agreement (PLA) Feasibility Study for Maisie Quinn

 

Kate Turner explains that a project labor agreement is an agreement involving building trades/unions that is intended to support labor availability, standardized conditions, and reduce risk of work stoppages. 

 

Greg Mancini, Executive Director of Build RI,  was in attendance.  He explains that Rhode Island requires an independent analysis (feasibility study) before adopting a PLA for public projects.  He explains how PLA agreements work. 

 

Kate Turner adds that the study costs between $10,000-$20,000 which has been budgeted for and is reimbursable by the State.  She advises the Council will need to determine if they want to do the study within the next month. 

 

Council determines that it will wait for the bids on the feasibility study to come in before making a decision.

04     Request from Kyle Gibbons for Reimbursement of Vehicle Damage in the amount of $203.25

05     Request from Kenneth Dionne for Reimbursement of Mailbox Damage in the amount of $151.94

06     Discussion/Action – Consideration of Electricity Balances with RI Energy and Green Development

 

K. Benoit, Finance Director, explains that the Town currently has an outstanding balance of $282,000 with RI Energy.  She notes challenges since the change from National Grid to RI Energy.  She can attribute some of the balance to the time period that one of the wind turbines was not operational. 

 

Council asks if the Town Manager and Finance Director can look into this further and provide them additional information. 

 

07     Discussion/Action – Consideration of an Application for Local Tax Exemption from Project Hand Up and Resolution Requesting the General Assembly Amend RIGL 44-3-3 Property Exempt – To Exempt the Property of Project Hand Up from Taxation

 

Discussion ensues relative to the portion of the building used by Project Hand-Up and the tax implications.  Council is asking for more detailed information.  The Council will consider it at a future meeting once they receive additional information. 

 

08     Request from Deering Middle School Players for Full-Page Advertisement in the Amount of $100

 

MOTION made by M. Williamson, seconded by J. Messier for approval of Request from Deering Middle School Players for Full-Page Advertisement in the Amount of $100.  All Ayes

 

09     Request from Angels for Paws for $100 Donation

11     Discussion/Action: Consideration of Amending Article III Juvenile Hearing Board -Section 14-67 through 14-73

 

Council would like to see the ordinance amended before an appointment to the Juvenile Hearing Board is made.  Council asks for the ordinance amendment be placed on a future agenda. 

 

12     Request from Narragansett Electric and Verizon New England Inc. for Pole Relocation on Crawford Street
