ACTING AS SEWER COMMISSION
MEETING MINUTES
DATE: TUESDAY, DECEMBER 15, 2020 TIME: 7:00 P.M.

SC2020-36:
RESOLVED, that the minutes of the November 17, 2020 Town Council meeting, acting as the Sewer Commission, is hereby accepted.
Resolution moved by Council Vice President D’Amico and seconded by Councilwoman Williamson.
All in favor, none opposed and unanimously voted to accept.

The following is taken from the Plant Manager’s report data from November 2020.
· Average daily flow was 4.4 mgd with a maximum of 10.7 mgd.
· CBOD removal was 99%. DEM requirement is 85%.
· TSS removal was 99%. DEM requirement is 85%.
· Total Nitrogen is monitor only.
· Total Phosphorus was 0.58 mg/l. DEM requirement is 1.0 mg/l.
· Sludge sent to Synagro was 489.33 wet tons which is approximately 114.59 dry tons. Sludge sent to the Landfill was 13.26 wet tons which is approximately 3.18 dry tons. Total wet tons were 502.59. Total dry tons were 120.
· There was 1 public line blockup:
1. Spring Street – No insurance claim was filed.
· There were 4 private line blockups:
1. Sunrise Avenue
2. East Greenwich Avenue
3. Providence Street
4. Oakridge Drive
· We conducted a Slips, Trips and Fall Prevention training.
· There were no odor complaints.
· There were no facility violations.

Significant Industrial Users
· Rhodes Technologies submitted their self-monitoring report and they were in compliance.
· There is a transfer of ownership at Rhodes Technologies due to bankruptcy. We are working with the new owners, Noramco Coventry, LLC during the transition.
· The annual inspection of Warwick Ice Cream showed the facility exceeded their limit for oil and grease and a Notice of Violation was issued. They will retest again.
Food Service Inspections and Permits
· Five inspections were conducted this month and all were in compliance.
· Caliente Mexican Grill at 289 Cowesett Avenue in West Warwick was issued a new permit.
· Miss Cranston Diner & Grill at 45 Quaker Lane in West Warwick was issued a new permit.
E-Permitting Systems
· The new E-Permitting System is working very well. We received our first E-Permit submittal for 1353 Main Street in West Warwick. This building was formally a newspaper facility and is now being converted into a seafood distribution operation. The Program provided the necessary applications and will work with them in completing said applications.
Private Wastewater Treatment Facilities Reviews
· The Program conducted inspections at the Centre of New England. They spent three days cleaning their main lines however their satellite lines were not cleaned. They will be working on cleaning them over the next couple of months.
· East Greenwich Square completed their line cleaning. Their system was found to be in general compliance and in good condition.
· Showcase Cinemas conducts a complete inspection of their system every five years. The line was cleaned however the inspection could not be completed due to the equipment being used. They will resume the inspection in the Spring.
· JP Morgan Chase at East Greenwich Square, formally Ruby Tuesdays, is under construction.
· Coventry Fire District - Anthony Fire Station continues construction.
· 294 Cowesett Avenue continues construction.
Other
· A permit was issued for a vacant building at 87 Centre of New England Blvd. with an understanding that once the building was occupied they would submit the necessary information. During our inspections at Centre of New England we found this building had been sold and is operating as a maintenance and repair facility. We are working with the Town of Coventry and the property owners to get this facility in compliance.
· The former Dunkin Donuts at 2350 New London Turnpike in Coventry was converted to a Tropical Smoothie Café. We notified the new owner of the necessary requirements.

· Year-to-Date Operating and Debt Expenses for Fiscal Year 2021 as of November 30th totaled $4,966,906 which is 53% of the annual budget.
· Fiscal Year 2021 Sewer Usage collections through November 30th totaled $4,122,521 which is 62% of the total billed. Of the total collected, $63,357 represents interest.
· Fiscal Year 2021 Sewer Assessment collections through November 30th totaled $264,535 which is 95% of the total billed. Of the total collected, $1,383 represents interest.
· Cash and Investments through November 30th totaled $3,234,034.
· Today you will see a Resolution to extend the contract for Sewer Excavating Services for another year.
SC2020-37: Sewer Excavating Services Contract Extension (Contract No. 2017-11)
Town Council President Gosselin recused himself.
RESOLVED, per recommendation of the Superintendent and the Sewer Subcommittee for the West Warwick Wastewater Treatment Facility that the Town Council Vice President be authorized to approve a one-year Contract Extension for SEWER EXCAVATING SERVICES (Contract No. 2017- 11) to Rick Nunes Construction (Hope, Rhode Island).
AND BE IT FURTHER RESOLVED, that the Town Council Vice President, acting as Sewer Commission be authorized to sign any related contracts upon review and approval of the Town Solicitor and the Administration
· Councilwoman Williamson asked if this will be all the same rates and no changes to the contract. Ms. Suvajian replied yes.
Resolution moved by Council Vice President D’Amico and seconded by Councilman Messier.
All in favor, none opposed and unanimously voted to accept.

RESOLVED that the consent agenda, having been posted, all matters having been referred to proper departments and being disposed of or awaiting recommendations the same is hereby approved.

· Councilwoman Williamson stated that Jennifer Ludwig who was on the Sewer Subcommittee representing Coventry has been elected to the Coventry Town Council. She congratulated Jennifer and wished her good luck.
· Councilman Licciardi said he wanted to inform the rest of the Commission who are not on the Sewer Subcommittee of some happenings at the Sewer plant. He stated there are four projects underway or possibly completed at the plant. There have been some Covid-19 cases at the plant resulting in schedule changes and employees out on leave or working from home, without the capability to work from home.
· Councilman Licciardi stated Charles Lombardi is still involved at the plant finishing up his study. He said this study was scheduled to be completed by the end of the year but there were delays when a few of the plant employees contracted Covid-19. The study is now scheduled to be completed in mid-January and Mr. Lombardi will be presenting his report to the Sewer Commission at that time.
· Councilman Licciardi asked that someone send an email to the rest of the Commission updating them on the happenings at the plant.
· Mr. Songolo stated he did send out an email to the Sewer Commission when some of these projects started and he will send out another email informing everyone once the projects have been completed however, all of these projects are still ongoing.

A motion to adjourn was made by Councilman Messier and seconded by Councilwoman Williamson. All in favor, none opposed and unanimously voted to accept.
